- The U.S. Army RDECOM-ARDEC has a requirement for technical support through individual tasks as mandated by the Probabilistic Technology effort to provide software, consulting services, and training and course development to promote the application of probabilistic methods and tools. The task requirements will include: Software: The software shall: 1) Be commercially available and run on a PC using Windows operating systems XP or 2000. 2) Be capable of solving a variety of engineering problems using at least eight methods-types (e.g., FORM, SORM, Monte Carlo) and with random variables that are independent, dependent with correlation coefficients or conditional distributions modeled by using hyperparametric distributions. 3) Be capable of determining the most probable (or design) point and locating the most probable point of discontinuous and second-order non-differentiable limit-state functions. 4) Be adaptable to solve diverse problems using at least 12 most probable point identification methods. 5) Be capable of linking with commercially available finite element programs having an interface module for integration with multiple software systems. If required for integration into higher level architectures or enterprise level solutions, newly developed interfaces could be developed under this effort. 6) Have a feature to measure sensitivity as an adjunct of probability calculations. 7) Have internal functions for construction of limit state, response models, or predictive models with no computer programming and a minimum of 60 mathematical functions and/or operators. 8) Be capable of solving a variety of coherent system reliability problems. 9) Be capable of performing probability analysis, inverse probability analysis, CDF/PDF analysis, Bayesian modeling and robust design. 10) Use at least 40 different probability distributions to define random variables. Consultation: The contractor shall provide services including consulting for technology development and implementation, and application model development. Consulting shall require traveling to Picatinny, DoD agencies, contractors, subcontractors, test site, academic institutions, and professional societies. Training and Course Development: The contractor shall develop and provide training courses that provide the theoretical basis for probabilistic technology and hands-on applications. In the event new probabilistic software development activities are undertaken, the contractor shall provide the commensurate documentation and training. ARDEC-Picatinny intends to satisfy this requirement by awarding a Hybrid Firm Fixed Price/Time and Materials Indefinite Delivery Indefinite Quantity type contract for five years, through full and open competition. The Request for Proposal (RFP) will be available electronically at the following Internet address: http://procnet.pica.army.mil on or about 15 days from the date of this announcement.
