Description
The Naval Air Systems Command (NAVAIR) hereby requests industry to submit proposals for the T-44 Avionics System Upgrade (ASU)/Wing Rewire program. This effort will be procured as a small business set-aside. Award will be based upon best value evaluation criteria and will be granted to the small business offeror whose proposal is determined to be most beneficial to the Government. A base plus 4 option year Requirements type contract is anticipated. The U. S. Navy intends to replace obsolete avionics in the T-44A aircraft with an integrated Commercial off the Shelf (COTS) digital cockpit in accordance with Federal Aviation Administration (FAA) Supplemental Type Certificate (STC) #SA00575DE-D. This effort includes the procurement/fabrication of thirty-five (35) A and B kits as identified in STC #SA00575DE-D, and installation of forty-five (45) A and B kits. Ten (10) A and B kits will be provided as Government Furnished Property at contract award. The updated COTS digital cockpit includes: a Rockwell Collins Pro-Line 21 Flight Instrument and Radio Suite, Rockwell Collins RTA-852 Weather Radar, Rockwell Collins TDR-94 Mode S Transponder, Honeywell XT-6010 M3AR VHF/UHF Radio, Honeywell KMH 880 Integrated Hazard Avoidance System (IHAS), L-3 Comm Avionics RT-1634 TACAN Receiver, L-3 Comm Avionics GH-3100 Emergency Standby Instrument System (ESIS), Chelton 310 ASP Audio Panel, Tropical Aero H20-10XP Headsets, and a Safe Flight Stall Warning System. This upgraded avionics suite provides multi-engine student naval aviators with an integrated Flight Management System (FMS), Enhanced Ground Proximity Warning System (EGPWS), Terrain Awareness Warning System (TAWS), Weather Radar with moving map, Traffic Avoidance System (TAS), Emergency Stand By System, UHF/VHF Radio, and a new intercom system with noise cancelling headsets. The forty-five (45) T-44A aircraft to undergo this avionics upgrade will be re-designated as T-44C aircraft. Detailed Requirements. Prospective bidders must meet the following requirements: 1. Work shall be performed in an appropriately rated FAA Part 145 Certified Repair Station. 2. Prospective bidders and/or their subcontractor must be an authorized Rockwell Collins Dealer or Installation Modification Agency (IMA). 3. Prospective bidders must have access to engineering support with the capability to maintain and upgrade the STC for the Avionics Upgrade installation in the T-44. Engineering support must include aircraft systems, electrical systems, structures and include FAA Designated Engineering Representatives (DERs) in each of these disciplines. 4. Prospective bidders must have in place, maintain, and enforce a Tool and Foreign Object Damage (FOD) Control Program that meets the requirements of National Aerospace Standard (NAS) 412. Look for amendments on the web page and check it frequently for updates as amendments will NOT be mailed to contractors. The solicitation will be posted on the web on or about 11 May 2007. In order for industry to obtain a copy of STC #SA00575DE-D, which will be needed to develop a proposal, a non-disclosure agreement must first be signed and returned to Kari Schuett via .pdf at kari.schuett@navy.mil, or faxed to 301-757-5239. Once the non-discloser agreement is received the STC will be mailed to the requester. The non-disclosure statement can be found in the same location as the solicitation. Besides the STC CD, there is also another CD of information containing T-44 photos, T-44 maintenance manuals, T-44 drawings, T-44 Maintenance Engineering Directives (MEDs), T-44 Airframe Changes (AFC) and T-44 Airframe Bulletins (AFB) that is available upon request. If a vendor requested the STC as a result of the 14 February posting and the additional documentation CD as a result of the 24 April posting, the CDs do not need to be requested again as the data has not changed.
