- This synopsis/solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO in unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Simplified Acquisition Procedures will be used. The Naval Surface Warfare Center, Dahlgren Division, intends to procure A-STAT Systems, which are Intel Pentium processors with i ntegration of specified components and peripherals as detailed below. This is a sole source acquisition of the parts specified below as only the specified items meet the Government?s requirements; no substitutions. The items will be procured on a limited competition basis from one of the following three known qualified integrators: New Tech Solutions Inc, 4179 Business Center Drive, Fremont, CA 94538, Infinity Computers, 1410 Carl D. Silver Parkway, Fredericksburg, VA 22401, and Corbett Technology Solutions Inc, 4200 Lafayette Center Drive, Suite T, Chantilly, VA 20151. Competition is limited to these three vendors, who have passed qualification testing. The basis for award is the lowest price, technically acceptable offer. Items to be procured are as follows: Item No. 0001: Quantity 66, A-STAT Systems each integrated with the following components: CPU is Intel P4 SOC 775 3.6G 800 FSB 2 MB cache (model 661), Memory is 2GB DDR 400 PC3200 kit (4 of 512 MB DDR), Motherboard is ASUS P5P800SE P4 865PE LGA775 800M 4DDR AGP8X audio Gigabit LAN 4PCI SATA ATX retail, Video is Jaton MX4000 128MB dual RGB, Hard Drive is WD 160GB SATA 3.0 7200 RPM serial ATA, Rack is DE110 black frame/carrier Kingston (DE110 SATA/EIDE 5.25HH frame and SATA LP carrier black), Floppy Drive is 1.44 MB floppy drive Teac black, ZIP Drive is ZIP 250 INT black Iomega Zip, DVD Drive is 16X/48X DVD-ROM black Liteon, Audio is Sound Blaster upgradeable 6 channel integrated CODEC, LAN is 10/10BTX PCI 64BIT FAST ENET NIC Quad P430C card from AEI, Operating System is Microsoft Windows XP PRO (Installed with Microsoft license label attached to CPU), Warranty is depot 1 year parts 1 year labor. Item No. 0002: Quantity 10, ViewSonic 19 inch black flat panel monitor. Item No. 0003: Quantity 104, Western Digital 1600JS SATA II 160G 8MB/7200RPM hard drive. Item No. 0004: Quantity 104, Part Number S21J105, StorCase by CRU Dataport DE110 carrier only SATA 3.5LP black metal. Item No. 0005: Quantity 2, Part Number P13R, Magma 12 slot expansion PCI 13R with Magma 1 8 inch rack slide kit. Item No. 0006: Quantity 38, Microsoft Windows XP-PRO (additional license to Item No. 0001). This acquisition will occur via a Firm Fixed-Price contract. All items shall be delivered and accepted FOB Destination to the Receiving Officer, Bldg 125 Naval Surface Warfare Center, Dahlgren, Virginia 22448, between the hours of 7:00 a.m. and 2:30 p.m. on weekdays. No deliveries will be accepted on Federal holidays. Delivery is required no later than 60 days after contract award. Anticipated contract award date is 31 May 2007. This solicitation number is N00178-07-R-2012. It is issued as a Request for Proposal (RFP). This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-16, Effective 22 Mar 2007, and DFARS Change Notice 20070327. The NAICS Code associated with this procurement is 541512. All offerors must include a completed copy of FAR 52.212-3 Offeror Representations and Certifica tions - Commercial Items or provide a statement that they have complet ed the annual reps and certs electronically at http://orca.bpn.gov, and include a completed copy of DFAR 252.212-7000 Offeror Representations and Certifications - Commercial Items with their quotes. Also, DFARS 252.204-7004, Alternate A; DFARS 252.209-7001 Disclosure of Ownership or Control by the Government of a Terrorist Country; DFARS 252.211 Item Identification and Valuation; and DFARS 252.232-7010 Levies on Contract Payments apply to this acquisition.
