- Description
- The Government intends to procure services to prepare 6 diesel generators (Caterpillar brand, Model number 3516, 1600 KW) for long term storage. The generators shall be prepared to be stored for one year. The generators are located at the following locations: Yorktown, 1 ea.; Little Creek, 2 ea.; Oceana, 2 ea., and Dam Neck, 1 ea.. The following are the general requirement for preserving the generator sets: (a) Drain engine coolant system and dispose of preoperly; (b) Refill with coolant mixture of Caterpillar Extended Life Coolant and approved water to running levels. Properly dispose of used coolant; (c) Run generator to operating temperature and confirm operation of engine. Ensure that the radiator is completely full to prevent oxidation to radiator top; (d) Check freeze protection and record; (e) Drain lube oil from engine and install VCI (vapor corrosion inhibiter) oil in crankcase. Properly dispose of used oil; (f) Rotate engine with fuel shut off, to circulate VCI oil, fog intake manifold while engine rotates w/VCI oil. Fog exhaust manifolds with VCI oil. Finally, drain fuel day tank and fog with VCI oil, then seal air tight; (g) Tape off and seal all openings to engine, air intake, exhaust and crankcase vents with aluminized quality sealing tape; and (h) disconnect batteries. This procurement will utilize Full and Open competitive procedures under FAR 13. This office will no longer issue a hard copy of the Request For Quote (RFQ); therefore, a copy can be obtained from website https://www.neco.navy.mil. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at https://www.bpn.gov. The RFQ should be posted to the website on or before 18 May 07.
