- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for Three (3) Dry Turbo Pumping stations for Vacuum Ultraviolet (VUV) Optical Spectrographs. These three dry turbo pumping stations are required for contamination-free high vacuum pumping of sensitive VUV optical instruments. The turbo station requirements are as follows: Pumping Station General Design Characteristics: The station shall be configured in an open frame compact design for high flexibility and adaptability. Pumps shall be dry, oil-free, air-cooled units. The roughing pump shall be a scroll type pump. The turbo controller shall be a micro-processor based frequency converter with self diagnostic and pump protection features. The turbo controller shall also display relevant pump information and operational status. The vacuum gauge and turbo pump controllers should be mounted in an integral console on the station. One off-station high vacuum gauge shall be provided with each station unit. Gauge type is indicated below. Minimum Station Pumping Capacity Turbo pump Flange type ? ISO - 63 Turbo pump pumping speed? 77 liters per second, Nitrogen Turbo pump compression Ratio ? 5 X 10^8 Nitrogen Turbo pump Base Pressure ? 3.8 X 10^ -10 torr Turbo pump shall be fitted with ceramic bearings. Dry Scroll Pump pumping speed? 110 liters per minute, 4.0 CFM Dry Scroll Pump Base Pressure ? 50 mtorr Station Power and Compliances 100 ? 115 VAC, 60 Hz, Conforming to CE, CSA and Semi S2-2000 Maximum Station Dimensions: Length ? 21 inches Width ? 14.39 inches Turbo pump Flange height above floor level ? 20.4 inches Maximum overall height of all station components ? 20.4 inches Station Pressure Measurement Instruments: A Multi-gage controller with RS 232 interface with the following pressure gauges to accommodate measurements from two pressure ranges: Convection-Pirani Gauge located on-board the pumping station. Rough Vacuum - atmosphere to 1 X 10^ -4 torr Mini- Inverted Magnetron Gauge located off of the pumping station, cable length, 2 meters long. High Vacuum ? 1 X 10^ -3 torr to 1 X 10^ -9 torr The provisions and clauses in the RFQ are those in effect through FAC 05-16. The NAICS Code and the small business size standard for this procurement are 333911 and 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA AMES RESEARCH CENTER, MOFFETT FIELD, CA 94035 is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 1:00 PM Pacific Time, May 24, 2007 to Christine M. Benavide, NASA Ames Research Center, M/S 241-1, Moffett Field, CA 94035; or to cbenavides@mail.arc.nasa.gov, and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUNE 2006), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.219-27, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.232-34. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
