- THIS NOTICE CONSTITUTES AMENDMENT NO. 2 TO THE COMBINED SYNOPSIS/RFQ FOR FABRICATION OF SINGLE CHANNEL FLOW TEST ARTICLE. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to Answer questions asked before the due date. 1. Question: Note 7 on the drawing reference a hydrotest in accordance with ASME SectionVIII of the ASME Boiler & Pressure Vessel Code and then specifies a hydrotest pressure 3.51 times the working pressure. ASME only requires 1.3 for Hydrotest. Which is correct? 1 Answer: Since the hydroproof test can only be performed at an ambient temperature, the new amplifier is arrived at, with MSFC Stress Group concurrence, by multiplying the code value and a ratio of the elevated (operation) temperature material strength and the ambient (hydrotest) temperature in order to simulate a proof test at operating conditions. 2. Question: There are two working pressures specified on the drawing. Which applies to which part? Answer: One pressure is for the helium environment and the other pressure is for the NaK environment. The helium plenum can be found on sheet 3. In essence, everything above find 7 is helium pressure, and below find 7 is NaK pressure. 3. Question: Is there a specification or statement of work associated with this procurement? Answer: The specifications are posted on the same website with the drawings. 4. Questions: There are several notes on the drawings that reference ASME Code and compliance thereto. a. Does the supplier have to be an ASME Code shop to respond? Answer 4a: No, but the welds would have to be performed by a code certified welder having appropriate documentation and a weld process witness (quality verification). Question 4b. There are additional notes within the drawing package stating "seal weld" which is not in compliance with that Code. Is that an exemption and how does one determine which welds can be seal welds and which must conform to ASME Section VIII ? Answer 4b: Seal welds are only to prevent fluid leaks and not to contain pressure. All seal welds are identified as such. Question 4c: Several weld symbols show square edged butt joints that are not in accordance with ASME Code requirements. Answer: 4c. A square butt weld is an acceptable code weld and is not excluded by the code. The wall thickness is less than practical to bevel thus allowing a square butt weld. Question 4d. Lithium and NaK are listed as the flowing fluids in this apparatus. Are either considered "Lethal" fluids so as to require the special precautions set forth in the Code? Answer 4d: You do not need to consider NaK or Lithium as a lethal fluid. 4e. How much of this design is the responsibility of the supplier or is it strictly a "build to print"? Answer 4e: It is a build to print. Question 4f: The design, while it references ASME Code does not appear to be in compliance to that Code. Answer 4f: Previous answers address this question. 5. Question: Is ther a P&ID of this apparatus that shows the extents of the two chambers or pressure boundaries for each? Answer: There is no P&ID available. 1.Question: Where are the details of or sources for items referenced in the Remarks block part numbers, SK03282006, SK03292006,SL.3172006, SK04062006-1, SK04042006-1, and SK03012006-1? Answer: Those are existing items and not to be provided. The due date for receipt of offers is not extended. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on 05/04/07Documents related to this procurement are available over the Internet.
