- NASA/JSC has a requirement for 300 each of non-flight NASA Standard Initiators (NSIs) to be used for engineering test purposes only. NASA/JSC intends to purchase the items from Hi-Shear Technology Corporation in accordance with FAR 6.302-1(a)(ii)(B), which states that supplies may be deemed to be available only from the original source when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirement. The units to be purchased are readily available from Hi-Shear to meet the government required need date. The units have already been reviewed by NASA representative as part of another contract. Hi-Shear is approved by NASA to produce NSIs and possesses the special tooling, the well-established processes and procedures, and the personnel necessary to deliver initiators to meet the demanding specifications. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. local time on May 17, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
