- MODIFICATION - NOTIFICATION TO THE FOLLOWING CHANGE: The purpose of this modification is to correct an error. The original special notice synopsis for this requirement should have stated that this effort was for a base year of 12 months plus 4 option periods of 12 months each. The Government?s intent was to always include a base period and 4 options. However, this information was inadvertently omitted from the previous synopsis. The Government still has a valid need for the continuation of services currently being provided by the American Association of Poison Control Centers (AAPCC) on a sole source basis. Therefore, it is the Government?s intent to modify the existing contract (200-2006-19121) with AAPCC to add the four option periods. AAPCC is uniquely qualified to perform this work because they are the association of the 63 poison control centers in the United States. It is the only organization that has access to data collected in a standardized manner by the poison control centers. This data is uploaded to a centralized database located at AAPCC headquarters every 4-10 minutes. No other organization has access to data about poisonings that occur in the United States, maintains the data in a single database, and has the ability to review specific variables as needed. Interested parties may submit a statement of qualifications and experience relevant to this requirement, which if timely received, will be evaluated by CDC to determine if a competitive solicitation should be issued. Facilitate evaluation activity at local poison control centers to evaluate the quality of the data that is uploaded to the national poisoning data system by comparing the coded variables (available at a national level) to the more comprehensive text data that is entered and stored at the local level. PCCs will pull records of past calls and use fellow and/or local staff to compare the sensitivity and specificity of the codes entered into the national data system to capture information recorded in the text fields. 8. Facilitate an evaluation activity local poison control centers to test the ability of the system to detect a staged chemical event. PCCs to conduct a “mock event” whereby poisoning data is planted in those PCC’s data and sent to AAPCC’s national poisoning data system. The evaluation will determine the sensitivity of the national poisoning data system to detect the “event”. 9. Facilitate a survey of PCC and other public health officials about their understanding of the role and function of clinical toxicology in the public health setting. 10. Provide one staff person at each poison control center access to training and/or training materials about the new national poisoning data system. Reporting Schedule – At 4, 8 and 12 months after contract award, the Contractor shall provide progress report describing expenditures to date, number and nature of aberrations, number of outbreaks or real events detected, resolution of aberrations, and upgrades to the hardware and software. The Statutory Authorities permitting other than Full and Open Competition is FAR 6.302-1, Only one responsible source and no other services will satisfy agency requirements. Interested parties may submit a statement of qualifications and experience which, if timely received, will be evaluated by CDC to determine if a competitive solicitation should be issued.
