FAR 52.226-3; 52.226-4; 52.226-5 This section references FAR clauses describing the opportunity as a local area set-aside. If a company is a non-manufacturer and will only provide installation and optimization services under this contract. Does 52.226-5 (b) apply? Answer--- No Reference page 4 ? System requirements Mobile Data capability, we need clarification on the definition of ?will support?. As this system will be integrated at a future time to other systems that will contain the backend supporting infrastructure for processing mobile data, we are assuming that there is no requirement to provide any backend data processing equipment with this response. Is this assumption correct? Answer- Yes this assumption is correct Reference page 6-Training The following information and clarifications in reference to the training requirements. 1) It is assumed that the training content (to include description of equipment, capabilities, and system operation) would cover only what is associated with the addition of the 6 new sites and the inter-operation capabilities with the Louisiana statewide communications network. Please confirm. Answer?Assumption is correct 2) Should the training include a refresh of the features and capabilities of the current Hancock County system? Answer- No 3) In reference to target audience, we interpret "Public Safety Communications Specialists" to be county dispatch operators and supervisors and "Telecommunications Specialists for Equipment and Hardware" to be System Technicians. Please confirm. How many students for each group require training? Answer- Confirm, 6 or less 4) Where does the County desire training to be performed? If the training is to be performed at the county master site or dispatch center can the training be performed during normal business hours (Monday through Friday 8:30AM to 5:00PM? Answer?Dispatch Center Normal hours 5) Is system user training for portable and mobile users required? If so can the training be provided in a train-the-trainer format? How many students require training? Answer- Yes train the trainer, 6 or less Reference page 6-Acceptance Clarify that the demonstration of system operability and feature compatibility is to be performed prior to award as stated. We assume that the FEMA meant for this to be performed as part of the acceptance testing criteria to facilitate final system acceptance. Please Confirm. Answer?yes assumption is correct Reference page 6 ? Features and Functionality The reference in this section to supporting OTAR, we need clarification on the definition of ?support?. As this system will be integrated at a future time to other systems that will contain the backend supporting infrastructure and software applications for encryption key management (OTAR), we are assuming that there is no requirement to provide any backend data processing equipment with this response. Is this assumption correct?
