- THE PURPOSE OF THIS MODIFICATION IS TO EXPEDITE THE PROJECTED END DATE OF THIS COMPETITION FROM 1 JUNE 2007 TO 21 MAY 2007. QUESTIONS MAY BE DIRECTED TO THE POC LISTED BELOW. Original Description (9 March 2007): D-OMB Circular A-76: Department of Defense Public-Private Competition of Defense Red Switch Network performed by the Department of the Air Force, Air Combat Command located at Shaw Air Force Base, South Carolina. Document Type: Special Notice POC: TSgt Laura Sherman and Ms. Sonia Taylor Classification Code: Unclassified Description: THIS IS NOT A SOLICITATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, this notice represents the formal public announcement and official start date of a public-private competition of Defense Red Switch Network performed at Shaw AFB, SC. The incumbent service providers affected by this public-private competition are approximately three (3) of DoD government personnel positions (three (3) DoD civilians, 0 military), and 0 DoD contractors. A streamlined competition will be conducted in accordance with the revised circular. The estimated contract cost will be based on market research and the agency cost estimate will be calculated in accordance with the circular using performance periods that will consist of a base year and four option years. Prospective service providers are advised that a solicitation (1) will not be issued if the estimated cost of contract performance is greater than the cost of agency performance or, (2) will be issued if the estimated cost of agency performance is greater than the cost of contract performance. The Department of Defense Competitive Sourcing Official (CSO) is Mr. Philip W. Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official (CCSO) for Air Force is Lt. Gen. Roger A. Brady. The date of this public announcement is the official start date for this public-private competition and the projected end date of the competition is 1 June 2007 (MODIFIED TO 21 MAY 2007).
