Description
This is a sources sought synopsis (SSS) only. There is no solicitation available. This is a request for preliminary planning purposes, and it does not constitute an Invitation for Bids, Request for Proposal, Solicitation, or a Request for quotes. It is not an indication that the government will contract for the services contained in the SSS. The government shall not reimburse respondents for any costs or expenses incurred to interested parties for responses to this SSS. Approval to conduct an A-76 standard or streamlined competition study at Vandenberg AFB, CA for TDDEC services has not been requested as of this date. The preliminary planning process is being conducted in accordance with OMB Circular A-76 (http://www.whitehouse.gov/omb/circulars/a076/a76_incl_tech_correction.pdf), dated May 29, 2003, to seek industry assistance in determining (1) the appropriate grouping of Training Device Design and Engineering Center (TDDEC) services consistent with market and industry structures, and (2) whether there is sufficient industry interest and demonstrated capability to compete for these activities to support a decision to pursue competitive sourcing. The incumbent service providers affected by this potential A-76 competition study are approximately seven (7) DoD civilian government personnel positons. All participants are requested to complete the SSS Questionnaire and Past Performance History Information and return the applicable documents NLT 31 May 07. Participation is voluntary. Responses should be sent to the attention of Ms. Kimberly Hume and should be submitted via email at kimberly.hume@vandenberg.af.mil or faxed to 805-606-5867. Statement of Need (SON). The services being researched for a possible A-76 Commercial Activities streamlined or standard competition include operation and management of the TDDEC and Fabrication Services at Vandenberg AFB. These services have been grouped into one business unit which encompasses concept design and development through implementation and installation of fully functional desktop and operational task training devices with prototypical scaled and miniature scale interactive simulators and static training devices, models, and mockups. Customers include Air Force Space Command world wide, Air Education and Training Command at Vandenberg AFB and the space and missile community. Typical project requirements use a vast range of skills, to include; computer aided design (CAD), solid modeling, computer numerically controlled (CNC) programming, digital imaging, electronic design and engineering, exhibit/model making, graphics illustrating, laser engraving, machining, mechanical design and engineering, mold making/casting, painting, photography, rapid prototyping, sheet metal fabrication, tool and die making, upholstery, welding and wood crafting.
