Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: STATEMENT OF WORK (SOW): (Complete SOW to include drawing/diagrams available upon email request to Carmen.simotti@epg.army.mil) The US Army Electronic Proving Ground (EPG) Blacktail Electromagnetic Environmental Effects (E3) Facility at Fort Huachuca, Arizona, needs programs to facilitate the operation of data collection equipmen t and the presentation of the collected data. The Blacktail facility has several EMI/TEMPEST receiver systems, and each has proprietary software with a unique interface. This multiplicity of user interfaces requires time-consuming training on each system. The goal is to develop a series of programs that will be used on an external Windows XP computer to control each receiver using the receiver system-unique syntax but have a common user interface. Once a technician learns one system, he can work with any B lacktail receiver system with minimal additional training. The four receiver systems to be programmed are: Rohde & Schwarz (R&S) GmbH & Co. ESI-40 receiver system (older and newer versions). R&S FSET-22 receiver system. Dynamic Sciences International (DS I), Inc. R-1550 receiver with R-1580 microwave down converter. DSI R-110B receiver with R-1180 microwave down converter. DELIVERABLES: Installable, executable program files for the R&S ESI-40 receiver system. Installable, executable program files for th e R&S FSET-22 receiver system. Installable, executable program files for the DSI R-1550 receiver with R-1580 microwave down converter. Installable, executable program files for the DSI R-110B receiver with R-1180 microwave down converter. Documentation for the above four programs. Programming notes. All source code. Business Requirements: When the work for each receiver system has been completed, all deliverables for that system will be presented to the government for evaluation to ensure that all as pects of the requirements are met, that the output meets the requirements, and that the calculations are verified. Only then will the vendor be authorized to proceed to the programming for the next receiver system. FOB DESTINATION: Fort Huachuca, Arizona . Payment will be made by Government credit card under Net 30 Terms. Offers are due no later than 12 noon, Mountain Standard Time, Monday, 4 June 2007. Offers shall be submitted electronically at: Carmen.simotti@epg.army.mil. EVALUATION CRITERIA/PROCEDU RES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The synopsis/solicitatio n document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. This is a full and open competition award. The NAICS code is 334220. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. All Electronic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above). Offerors shall include a completed copy of FAR p rovision 52.212-3,Offeror Representations and Certifications Commercial Items, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes with its offer. FAR clauses 52.212-4, C ontract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition. FAR clause 52.219-8, Utilization of Small Business Concerns apply. The government reserves the right to select for award, all, some, or none of the proposals received in response to this announcement.
