- The Contracting Center of Excellence (CCE) intends to negotiate a sole source award for the procurement of program and project management support to the Army Privatization & Partnerships programs to Jones, Lang, LaSalle, Inc (JLL). The Army privatiza tion programs use authorities provided in the Military Housing Privatization Initiatives (MHPI) P.L. 104-106, Section 2801) to privatize military family housing, unaccompanied personnel housing, and transient lodging. The contractor will provide services to the government in the following areas: Research and analyze complex real estate and financial issues; Provide advice and assistance to develop and evaluate program policies and procedures; Engage with external stakeholders in Federal agencies, local go vernment, and private firms; Negotiate fees and returns to the private sector partners; Collaborate in development of project scope, schedule, and financing; Evaluate business agreements, partnership structures, and business models; Develop and exercise po rtfolio management objectives, processes, tools, methods, parameters, and metrics; Evaluate accounting and financial reporting to gauge the financial strength of projects and their debt service capacity; Support project refinance and restructure initiative s. The estimated date for this service is May 16-31, 2007. This announcement is in accordance with FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within four days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be c onsidered solely for the purpose of determining whether to conduct a competitive procurement.
