Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a writt en solicitation will not be issued. The solicitation number is W52H09-07-R-0307; is issued as a noncompetitive request for proposal (RFP) and will result in a one-year, commercial, firm fixed price, contract with 1-100% evaluated option. The sole source is Aero Tec Laboratories, Inc., Spear Road Industrial Park, Ramsey, NJ 07446-1251. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. Aero Tec Laboratories, Inc. is a sma ll business. The applicable NAICS code is 326299 and the small business size standard is 500. The items being purchased are: 30 each, Fuel Bladder, NSN: 4240-01-541-1745, P/N: 105725 (ATL) and 31 each, Fuel Berm, NSN: 5410-01-541-5934, P/N: 158109 (ATL), End Use: Chemically Protected Deployable Medical Shelter (CP DEPMEDS). The Fuel Bladder is a collapsible rubberized fabric container used for storing liquids such as jet fuel, gasoline, diesel fuel, kerosene and oil. They can be folded into a bundle for s torage and transportation. The bladders are often puncture resistant. Bladders come in a variety of sizes from 25 gallons to 100,000 gallon capacity. The CP DEPMEDS MRI hospital uses this bladder to store gasoline for running a generator. The Fuel Berm is a liner that is placed on the ground to protect the ground and spread of a toxic spill or leak from a fuel bladder. The bladder is placed in the berm. The berm is foldable and collapsible and is made from toxic resistant materials. The sides of the berm may be inflatable or have reinforced vertical sides to contain a spill from the bladder. Delivery will be made no later than 31 Jul 2007 to Blue Grass Army Depot, General Sup Storage Point, CRP WHSE 211, 2091 Kingston Hwy, Richmond, KY 40475-5000. Inspection and Acceptance is Origin. Deliveries are F.O.B. Destination. All clauses and provisions pertaining to this solicitation are referenced in the attached Addendums 1 - 5. Evaluation for award shall be made in accordance with FAR 12.209, Determination of Price Reasonableness. Offeror must be capable of acceptin g electronic fund payment for this procurement. The applicable Defense Priorities and Allocations System (DPAS) rating is DO-C9. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only on e source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received wi thin fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Gover nment.
