Description
The United States Army Communications-Electronic Life Cycle Management Command (C-E LCMC) intends to award a new work modification to contract W15P7T-02-C-L421 on a non-competitive basis in support of the Multi-Mission Radar(MMR). The anticipated awa rd will be made under the Authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, to Syracuse Research Corporation (SRC), North Syracuse, NY. The Multi-Mission Radar Advanced Technology Objective (MMR-ATO) is a unique radar system w here only one system exists within the Department of Defense. The prime contractor, SRC, has designed, fabricated, tested and demonstrated the system from its inception. Their staff is uniquely qualified to properly maintain and operate the system either in a laboratory or field environment. The Government project office has no such capability. The only course of action open to the project office would be to secure training by SRC to operate and maintain the system, which is not feasible for the timelin e needed. In addition, that effort would be out of scope of the contract and not cost effective for an estimated four additional demonstrations. SRC would conduct all demonstrations providing the greatest potential for the MMR-ATO program to experience s uccess. SRCs knowledge of the system and their technical capabilities will aid in any effort in identifying improvements to the system that will greatly benefit the technology transfer to a future program office. The additional effort is expected to hav e a period of performance of approximately 12 months.
