Description
SUBJECT. Purchase order for Hydroelectric Design Center, HDC, U.S. Army Corps of Engineers, Portland District for Governor Tuning and Model Validation Testing. CONTRACT INFORMATION. A purchase order will be awarded for an engineering and scientifi c consulting firm to perform governor tuning, calibration, and model validation. The work will be on ten Woodward Analog Mod II governors at Bonneville Dam Second Powerhouse, Columbia River, Oregon. PROJECT INFORMATION. The work shall consist of non-rot ational and rotational testing of the governors to assess current performance; mechanical tuning and electrical calibrating of the governors and their controllers; identifying problems and any equipment that may need replaced or overhauled; and providing r ecommendations on maintaining and improving governor operation. A technical report shall be provided and shall include all test procedures, results, and recommendations. Western Electricity Coordinating Council WECC model validation reports will also be provided. SELECTION CRITERIA. Selection for this purchase order will be based upon the experience of the offeror in performing the subject work. The selection may not be made to the lowest price offeror, but shall be made to attain the best value for the Government. a. Technical Experience: The offeror shall furnish evidence that the staff that will perform the analysis has experience performing similar governor tuning, calibrating and model validating. Offerors that provide evidence of previous experi ence with governor tuning, calibrating and model validation for the U.S. Army Corps of Engineers will receive higher rankings. b. Past Performance: Past performance on contracts with Government agencies and private industry shall demonstrate cost control , quality of work, and compliance with performance schedules. References from past contracts shall be provided with name, position, and telephone number of a person that can be contacted regarding the job. PRICE PROPOSAL. Request for quotation. This wi ll be a trade off where technical experience and past performance is more important than price. The Government reserves the rights to award to the most technically qualified bidder.
