Description
The U.S. Geological Survey, (ER Science Coordination Office), intends to award a noncompetitive contract to the Pontchartrain Institute, University of New Orleans for "Assessment of the Restoration Potential and sustainability of the Breton National Wildlife Refuge - the Chandeleur Islands." Breton National Wildlife Refuge was severely impacted by Hurricanes Katrina and Rita in 2005. The severity of damage brings into question what the future configuration of the island chain will be, what protective function the islands will provide for the mainland wetlands and New Orleans, and whether the Breton NWR can continue to provide the same level of functional habitat for nesting birds and other wildlife as it did prior to the hurricanes. University of New Orleans (UNO)-Pontchartrain Institute for Environmental Sciences (PIES) will offer science and technical advice in cooperation with the U.S. Geological Survey to enable the U.S. Fish and Wildlife Service to make practical restoration management decisions. The work proposed will build on a data effort in which baseline bathymetry and topography are currently being collected and analyzed under support from the Louisiana Department of Natural Resources and USGS. The work will include shoreline, topographic/bathymetric change, geologic framework and sediment resource potential, and modeling to project island response to various restoration alternatives. USGS Gulf Coast Science Coordination Office is located on the University of New Orleans campus. Further, the USGS (particularly the St. Petersburg and Woods Hole Coastal and Marine Geology Centers) have been cooperating with the PIES group at UNO for the past several years under joint LA DNR and supplemental Hurricane Katrina funding. This new work will build on this past effort by utilizing data already collected and joint vessels and equipment required for marine surveying and coring planned for summer 2007. The UNO investigators possess a vital understanding of the complex geologic history and processes that represent the Louisiana and northern Gulf of Mexico coast. Their experience and local expertise will be crucial to the successful completion of the project goals. The particular investigators are expert in the fields required for this project: Dr. Shea Penland (coastal and shoreline change), Dr. Mark Kulp (coastal framework geology and stratigraphy), Dr. Iannis Georgio (modeling including ADCIRC and Delft 3D). The period of performance will be from date of award through the end of two years thereafter. See Numbered Note 22.
