- Emergency Drydocking, USNS BIG HORN (T-A0 198) to change-out eight blade seals for the port and starboard Controllable Pitch Propellers. Offers are being solicited from MSRA holders in the Norfolk area only. This procurement is being conducted under the authority of 10 U.S.C. 2304 (c)(2) as implemented by FAR 6.302-2, unusual and compelling urgency.
