Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. You may also access information on the NSWC Crane Division web site at http://www.crane.navy.mil/acquisition/homepage.htm. Crane Division, Naval Surface Warfare Center has a requirement for a depot activation program in support of the sustainment effort for the Joint Helmet Mounted Cueing System (JHMCS) Helmet Display Unit (HDU) program for which the Government intends to solicit and negotiate with only one source under the authority of FAR Subpart 6.302-1, Vision Systems International (VSI), 641 River Oaks Parkway, San Jose, CA 95134-1907. This effort shall be In Accordance With a Statement of Work and Performance Specification. Responsibility of the contractor for the depot activation shall include stand-up/conduct core depot repair operations at NAVSEA Crane including the following resources and services: technical publications, equipment and tooling, training material, training, on-site/on-call technical support, capability maintenance, and support services. This organic repair capability is intended to be utilized by the JHMCS support contractor via a Commercial Services Agreement (CSA ) pursuant to 10 USC 2563 or similar teaming agreement. A 5-year, IDIQ contract is anticipated. FOB Destination NSWC Crane, Inspection and Acceptance will be at Destination. All changes to the requirement that occur prior to the closing date will be posted to the Crane web site, FedBizOpps, and NECO. It is expected the solicitation is to be posted on or about 31 May 2007, to the NSWC Crane web site at www.crane.navy.mil. No hard copies will be provided. The Government intends to solicit and negotiate with only one source; however, interested persons may identify their interest and capability to respond to the requirement or submit proposals. The Government will consider all proposals received prior to the anticipated closing date. A determination by the Government not to compete with this proposed contract based upon responses is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining wh ether to conduct a competitive procurement.
