Description
NASA/ARC has a requirement for a Sole Source to the Radiation Oncology Department of the University of California Davis Medical Center for costs associated with the collection of samples from radiotherapy patients and unexposed controls. NASA/ARC intends to purchase the items from the University of California Davis Medical Center, Sponsored Programs, One Shields Avenue, 118 Everson Hall, Davis, CA 95616-5270 pursuant to FAR 6.302-1. University of California Davis Medical Center (UCD) and NASA/Ames Research Center (ARC) has a Memorandum of Understanding (MOU) for this project. The samples will be collected at UCD by their responsible medical staff and transported to ARC for analysis using genomics and other analytical capabilities. Sample types shall be agreed upon between ARC and UCD. UCD have a qualified staff to do this project. Radiation exposure is one of the biggest challenges facing astronauts during extended lunar and Mars space missions under the President?s Space Exploration Initiative. This effort would benefit NASA by providing invaluable information of the human effects of radiation exposure that could lead to an early warning system of efficient biomarkers necessary to protect crew health. Results from such studies would also help NASA develop suitable limits for crew radiation exposure, protective protocols, and radiation countermeasures. In addition, these studies would help earth-bound radiotherapy patients and workers exposed to dangerous radioactive environments avoid overexposure and irreversible radiation damage. Biomarkers developed under such research could lead to earlier cancer detection, thus saving lives and decreasing health care costs. This project is also consistent with NASA?s technology development goals under the Innovative Technology Partnership Program. This study will require both UCD and ARC IRB approval. Such approval will be obtained prior to beginning sample collection. UCD will not be calculating the cost on a per-sample basis; rather the money will be used to support the salary of the data manager. The statement of work is as follows: 1) Work with ARC on specific sample types which will generally involve blood lymphocytes, buccal cells, and other minimally invasive samples. 2) Extracting RNA and possibly DNA from patients and control subjects to be selected jointly by ARC and UCD scientists and physicians. The Government intends to acquire a commercial item using FAR Part 12. Interested parties having the capabilities and qualifications necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
