Description
The purpose of this amendment is to answer questions, add clause 52.237-9200, REQUEST FOR SITE SURVEY, and extend the proposal due date to 08 June 2007. Questions and Answers: 1. Does the current system support this configuration? If no, what is the current connectivity? Reference the sentence ? ?The new systems will provide 155MB 2+1 microwave connectivity between?? Answer 1: The current system at Niscemi is 68MB 2+0, and at Augusta the current system is 34MB 1+1. 2. In section 1.0 there is reference to Figure 1: Please provide the Figure 1 document w/details of each site location. Answer 2: Figure 1 can be found as an attachment to the solicitation posted at the DITCO website: https://www.ditco.disa.mil/dcop/Public/ASP/dcop.asp. 3. Please provide the necessary details on specific type of connection (electrical or optical) required for each of the three locations. Answer 3: OPTICAL 4. What type of interface to the radio is required for each location? T1? E1? E3? T3? OC3? STM1? Answer 4: STM1 5. What are the current frequencies in operation today? Answer 5: Augusta 15 GHZ and Niscemi 11 GHZ 6. In the SOW you request contractor to provide Frequencies? Please explain. Answer 6: The contractor installing the microwave (MW) system must provide host nation approved frequencies to provide a fully operational links from NAS II to Augusta Bay and NAS II to NRTF Niscemi. 7. Please explain the following statement: The contractor shall possess host nation NOS certification. What is the acronym NOS? Answer 7: Nulla Osta Sicurezza (NOS) is an Italian government certification 8. Will the Customer provide the current drawings illustrating overall equipment/system installation at each location? Answer 8: Drawings are available for viewing at each termination point during site survey. 9. Does customer plan to use existing antenna and waveguide equipment? Answer 9: The contractor is responsible to provide all equipment and materials, however, the contractor may utilize existing parabolic antennas and waveguides if determined technically feasible. 10. What is the current reliability of radio links? Five 9s? Four 9s? Answer 10: FOUR 9s 11. What is the expected reliability number for the new microwave links? Six 9s? Five 9s? Four 9s? Answer 11: Each link (NAS II to Niscemi or NAS II to Augusta Bay) shall have an overall AVAILABILITY of 99.99%. This availability shall provide the entire bandwidth of the 2+1 configuration and utilize the hot spare. Scheduled and unscheduled outage shall be included in calculating the availability. Availability shall be based on the total minutes per year minus the outage. 12. When is the expected installation for the New Microwave Links? Answer 12: The new systems are to be activated by 30 Sep 07 13. Will there be a site survey? Answer 13: The site survey will be held at the Base Communications Office (bldg 465 on NAS II) on the 23rd and 24th of May 2007. 14. Who was the incumbent contractor for the installation and maintenance of the existing microwave links? What was the contract number? Answer 14: TELECOM Italia HC1021-04-M-0149 AUGUSTA BAY TELECOM Italia DCA400-03-C-0075 NRTF NISCEMI 15. Please define the difference between maintenance and on site maintenance as requested in CLIN0002 and CLIN0004. We understand they are different locations. Answer 15: There is no difference. Maintenance requirements are the same at all locations. 16. Is there a standard maintenance already in place or should the contractor develop a new maintenance standard? Answer 16: The maintenance standard is in accordance with Section 5 of the SOW and the OEM recommendations. 17. Is the microwave suite to include the multiplexers and if so are the slower data speed requirements such as RS 232C or RS 485? Answer 17: NO. The contractor shall provide, install, & configure four OC3 interfaces for Marconi (FORE) ATM switches (AS 1200 at Niscemi & Tech Control and TX210 at Augusta). The optical interface is type SC. Paragraph 3.5 refers 18. If contractor has applied for the host nation NOS are they qualified to bid on this acquisition? Answer 18: Contractor shall possess the Nulla Osta Sicurezza (NOS) certification no later than the proposal due date. 19. What is the allowable service interruption time table? Answer 19: Planned outages up to 8-hours are to be coordinated in writing with the BCO 30 days prior. 20. Are their new design specifications as requested in paragraph 3.3? Answer 20: NO 21. Will the contractor lease the frequencies to the US navy or will the US Navy be the license holder? Answer 21: The contractor will provide host nation approved frequencies as integral elements of microwave system acquisitions in order to provide fully operational systems. Likewise the microwave equipments must be host nation approved for installation/operation within the Republic of Italy ? para 3.4 refers. Frequencies are provided by the contractor for the full period of operation and use of the MW links by the U.S. Navy. 52.237-9200 REQUEST FOR SITE SURVEY (JUN 1996) (L507 Previously) DITCO sponsored site surveys will be conducted at Strada Statale 417, Building 465 Catania-Gela, Sigonella, Sicily, Italia 95040. Prospective offeror's desiring to participate in site surveys shall make their request for surveys in writing to PL512@disa.mil no later than 1600 Central European Time (CET), 17 May 2007. Request for site survey reservations must provide the following information for each individual desiring to attend the site surveys; full name, social security number, company and position, birth date, place of birth, citizenship, and Passport/Driver?s license Identification number. The survey will be held on the 23rd and 24th of May 2007 at 0900. The contractor must be at the designated building no later than 0900. The contractor should expect delays during base entry, and plan accordingly. If no requests are received on 17 May 2007, a site survey will not be held.
