- The U. S. Department of Commerce/National Oceanic Atmospheric Administration/NESDIS intends to negotiate with the University of Maryland Baltimore County, Baltimore MD, a sole source basis, under the authority of 41 U. S. C. 253 ( c ) (1), only one responsible source. It is believed that only this entity can satisfy the agency requirement to provide scientific and technical expertise services for AIRS Cloud Clearing Risk Reduction: alternative Methodologies for Estimation of the Clear State within the AIRS Field-of-Regard for Cloud Clearing. The task will utilize observations from the Atmospheric InfraRed Sounder (AIRS) and Moderate resolution Imaging Spectroraediometer (MODIS) that were launched on May 4, 2002. The University of Maryland has worked with the AIRS rapid Transmittance algorithm for over a decade. The algorithms developed at NOAA by the task manager have utilized the University of Maryland Baltimore County algorithm over the last decade. Existing code and coefficients already exist for all the current operational high spectral resolution instruments including HIRS and AIRS as well as missions such as EUMETSAT?S IASI and the NPOESS CRIS instruments. The requirement is to develop the capability to quickly compute MODIS thermal radiance from a geophysical state, develop a RTA for MODIS thermal channels that have spectral overlapping AIRS coverage. The RTA must be compatible with the methodology and spectroscopy developed for the AIRS RTA. Deliverables must provide code and coefficients for a MODIS rapid transmittance algorithm (RTA) for 16 MODIS thermal channels. (MODIS channels 20, 21,22,23,24,25,27,28, 29,30,31,32,33,34,35,36). this procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K) NAIC code 611310. Interested persons may identify their interest and must demonstrate their capability in order to be considered for this opportunity. This is not a request for Competitive proposal. No competitive solicitation is planned, information submitted in response to this notice will be used solely to determine whether or not to open up for competitive procedures.
