- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to acquire 200 boxes containing 50 each, of National Stock Number (NSN): 6660-00-861-0312, Agency Stock Number (ASN): J382-2, radiosonde train regulators for the National Weather Service, to be place in stock at the National Logistics Support Center in Kansas City, Missouri. The train regulators shall be provided in accordance with specification number J382-SP001, drawings and marking and barcoding requirements, each to be provided with the Request for Proposal (RFP). The train regulator shall meet specific requirements including but not limited to the following: 1. The device shall be designed for close fixed attachment to the weather parachute or weather balloon when no parachute is used, to deploy the radiosonde at a controlled descent rate; 2.The device shall be compact and lightweight; it shall weigh not more than 57 grams (two ounces) and shall occupy not more than 330 cubic centimeters (20 cubic inches); 3.It shall provide a train of adequate length for useful observations, with tape, twine or string attached to the device; 4. the device must carry enough tape, twine or string which at full deployment shall have a minimum length of 30 meters (100 feet) but not exceed 37 meters (120 feet); 5. The device shall be able to lower a weight of 225g (0.5 pounds) to 900g (2.0 pounds) to the full limit of the tape, twine or string at a nominal rate of 9 meters per minute (+/- 5 meters per minute) for the first 9 meters (30 feet) of deployment. The remaining string shall deploy at a nominal rate of 14 meters (45 feet) per minute (+/- 5 meters per minute). Descent must be accomplished without stripping, stalling or binding and the tape, twine or string shall at no time spill from the device at an uncontrolled rate. First article testing and production inspection and tests will be performed by the Government prior to acceptance. FOB point is destination only. The Government intends to award a contract to the responsible offeror whose offer provides a technically acceptable product at the lowest price. This acquisition is not set-aside for small business. A Request for Proposal (RFP) solicitation will be available on or about May 11, 2007 through FedBizOps and/or Fed Teds. The proposal due date and time will be stated in the RFP. Parties interested in a copy of the RFP, should submit a request in writing to jacquelyn.a.shewmaker@noaa.gov. Vendors will be notified when the RFP and postings associated with the RFP become available for download. No paper copies of the solicitation will be issued. It is the responsibility of interested parties to download the RFP and related documents from Fed Teds, and to revisit the site frequently to obtain any updates/amendments to any and all documents.
