- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The request for quote (RFQ) number is EA133C-07-RQ-0316. The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-16. In accordance with 19.5 this action is reserved exclusively for small business concerns. The associated North American Industry Classification System (NAICS) code is 336611. A firm is a small business for the purposes of this requirement if it meets a size standard of 1,000 employees. The National Oceanic and Atmospheric Administration (NOAA) requires Weather Deck Coating to NOAA Law Enforcement Vessel PETER GLADDING in accordance with the following: - START OF SPECIFICATION - SPECIFICATIONS for NOAA Law Enforcement Vessel PETER GLADDING R-5701 Weather Deck Coating System Revision ?A? May 02, 2007 Table of Contents 1.0 Scope 2.0 General 3.0 Basic Items 3.01 New Weather Deck Coating System 4.0 Option Items 4.01 None. 1.0 Scope: 1.01 This Specification contains the requirements to renew the main weather deck coating system. The performance period for this work will be May 21, 2007 ? May 25, 2007. 2.0 General: 2.01 References: 2.01.01 None. 2.01.02 Requirements: 2.01.02.01 All provisions and requirements contained therein are applicable to all work items, including all additional work items that are authorized by the contracting officer. 2.02 Notes: 2.02.01 NOAA National Marine Sanctuary (NMS) Marine Engineer will be the final acceptance authority prior to acceptance. The coating system Manufacturer?s Technical Representative is required to be on site during the application process. 3.0 BASIC ITEM 3.01 TITLE: New Weather Deck Coating System 3.01.01 SCOPE: 3.01.01.01 Contractor shall provide all labor, tools, and materials to apply a new weather deck coating system. 3.01.01.02 The contractor shall contact PolyCon, Inc and purchase ten (10) deck coating kits and the technical representative to oversee the weather deck coating system application. 3.01.01.03 The contactor shall sand-blast to remove the old main weather deck coating system and dispose of all the debris IAW local, state, and federal regulations. Sand-blasting will also be used to profile the surface IAW the PolyCon?s requirements. 3.01.02 REQUIREMENTS: 3.01.02.01 Submittals: PolyCon shall provide documentation to the NMS Marine Engineer that provides a 10-year warranty. 3.01.03 QUALITY ASSURANCE. 3.01.03.01 The work will be accepted once PolyCon, Inc. and NMS Marine Engineer?s final inspection meets PolyCon?s requirements and the 10-year warranty is provided. 3.01.04 TESTS/INSPECTIONS/REPORTS. 3.01.04.01 Inspections and condition reports shall be submitted to the LTJG Lindsay Kurelja is the technical representative for this project. END OF SPECIFICATION The performance period is 5 calendar days, with a start date of May 21, 2007 and a completion date of May 25, 2007. Anticipated award date is May 18, 2007. It is NOAA?s intent to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisitions. The provision at 52.212-1, Instructions to Offerors--Commercial applies to this acquisition and there are no addenda to this provision. In accordance with 52.212-1, vendors shall include a completed copy of its representations and certifications at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, with its quote. [An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov . If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision.] Vendors shall refer to www.arnet.gov to obtain a copy of FAR provision 52.212-3. FAR clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition and there are no addenda to this provision. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (5), (17), (18), (19), (20), (24), (31). No other additional contractual terms and conditions are applicable. The following Department of Commerce clauses are applicable to this procurement: 1352.217-90 Inspection and Manner of Doing Work, 1352.217-110 Guarantees. No Defense Priorities and Allocations System (DPAS) rating are assigned. In order to comply with the Debt Collection Improvement Act of 1996, ALL CONTRACTORS must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal contract. Vendors are asked to provide their (DUNS) Dun and Bradstreet nine digit number along with their quotation. Quotes are due on or before 2:00 p.m. on May 17, 2007.
