- In accordance with the procedures specified in the OMB Circular No. A-76 (Revised), Performance of Commercial Activities , May 29, 2003, Attachment B: Public-Private Competition, Paragraph B.1 & B.2, this notification represents the formal public announcement and official start date of a streamlined competition on the Uniform Distribution functional activities performed at both the United States Coast Guard (USCG) Uniform Distribution Center (UDC) and USCG Training Center (TRACEN) Cape May located at Woodbine, NJ and Cape May, NJ, respectively. Please note: The USCG is not at this time soliciting offerors for this competition. The UDC provides for the receipt, processing, and distribution of high-quality uniform items to the men and women of the USCG. Functions included within scope of this competition pertain to certain commercial Clothing Sales Store Operations to include materials handling, customer service, and accounting support services for the UDC with operating facilities at both Woodbine, NJ and TRACEN Cape May, Cape May, NJ. A streamlined competition will be conducted in accordance with the revised circular and Department of Homeland Security (DHS) Management Directive (MD) 0476 (Draft), March 2007. The USCG will exercise its 45-day extension option to develop its Most Efficient Organization (MEO), and the competition is expected to be completed within 135 days of this announcement. The incumbent service provider is the USCG UDC operating at both Woodbine, NJ and TRACEN Cape May, NJ and approximately 24 USCG full time equivalents (USCG civilians) are currently performing the work encompassed by this competition. It is anticipated that the requirement will consist of a 6-month Phase-In Period, a 6-month Base Period, and four 12-month Option Periods. The designated Competitive Sourcing Official (CSO) is RDML Robert S. Branham, USCG Assistant Commandant for Planning, Resources, and Procurement. The CSO?s point of contact for this competition is Mr. David Skewes, USCG Office of Competitive Sourcing (CG-81C). The Agency Tender Official (ATO) is Mr. Tim Milbrandt. The Contracting Officer is Ms Carmen Correa, Office of Acquisition Contract Support (CG-9122 (formerly G-ACS-2)). All matters related to this streamlined competition shall be forwarded to Eric McDoniel, Contract Specialist, the Contracting Officer?s point of contact for this competition. The place of performance is the USCG UDC with operating facilities at both Woodbine, NJ and TRACEN Cape May, Cape May, NJ. At the conclusion of the Streamlined Competition, the USCG may elect, at its sole discretion, to solicit offerors pursuant to a performance work statement for this competition. However, under no circumstance will the USCG be responsible for any costs incurred by any offerors in preparing a response should a solicitation later be forthcoming. The USCG has selected NAICS Code 448190- Other Clothing Stores for this competition, and if presented with a better suited NAICS Code reserves the right to change this code.
