SUBJECT The Department of Veterans Affairs (VA) Health Eligibility Center (HEC), located in Atlanta Georgia, is issuing this Request for Information (RFI) to take the appropriate measures in accordance with VA laws and regulations, to ensure the delivery of a document imaging application that meets HEC's business needs. DESCRIPTION The HEC serves as the national center for veteran income verification and enrollment eligibility. The HEC verifies veteran eligibility, enrolls veterans into the VA Healthcare System and performs income verification to determine financial eligibility. Currently the HEC receives 5,000 pieces of correspondence or 125,000 pages daily, which is then manually archived. Security is paramount, due to Federal Tax Information and Social Security Information contained in the correspondence. Additionally, the HEC has a business opportunity to electronically store HR personnel files, Congressional Letters, and operational files. The Contractor will be required to assist the HEC in selection of document imaging technology solutions that will support HEC's current operations and continue to meet HEC's projected 5-year business requirements. The Income Verification Division is expected to increase its current case workload by 60% over the next 5 years. The Contractor will be required to analyze current and future business practices and recommend a solution which provides document storage, retrieval and workflow process improvements for HEC. This will include assisting with the selection of new products or identifying existing HEC software/ hardware that will satisfy business requirements including Information Security. Specifically, this RFI seeks the following deliverables: The Contractor shall perform a detailed analysis of HEC all business units with the goal of automating the capture of correspondence and documents through scanning, imaging, capture/ barcode reading and document management as scheduled by COTR. The Contractor shall perform a detailed analysis of HEC business processes to include recommendations for use of imaging technology for workflow, document and record maintenance and identification of business processes impacted. The Contractor will provide recommendations for business process improvements stemming from implementation of a Document Management system. Storage of imaged documents must comply with Federal government security requirements. Federal Tax Information (FTI) can not be co-mingled with non FTI information. User capabilities must be permission based. Departmental files will be segregated independently from each other. A detailed, written report that presents an analysis of business requirements, potential solutions and recommended solutions to include cost/benefit analysis, will be delivered within 10-15 days after assessment and analysis are completed. Assessment and analysis should require no more than 15 days to conclude. The COTR will review and approve final written report prior to contract expiration. The COTR shall assure the requirements of the contract are provided consistent with industry standards. All deliverables and other material (software and reports) generated by the Contractor in the performance of this contract are the property of the United States Government and are confidential. ADMINISTRATION QUALITY ASSURANCE (QA) The government shall evaluate the Contractor's performance under this contract. All defective performances shall be reaccomplished when observation indicates deficiencies in the quality of the service. A method of identifying service quality deficiencies shall be in place to mitigate unacceptable performance levels. The Contractor will have sufficient expertise in the area of document imaging and electronic workflow management technology to assist in the automation of HEC Operations. PERSONNEL QUALIFICATIONS AND EXPERIENCE At a minimum, personnel assigned by the Contractor to perform required duties must be able to show documented training and have recent experience performing functions in Document Management and Context Imaging, system administration and end user support. Additionally, the integration of disparate systems to provide a business based process solution is required. The Contractor must have a minimum of three years fulltime experience in performing similar functions and duties. The Contractor shall be able to read, understand, speak, and write English. PRIOR PERFORMANCE Past performance on similar projects is defined as quality of deliverables, timeliness and adherence to deadlines and client satisfaction. Past performance shall be demonstrated by brief descriptions of prior similar work in three engagements and will include name, position, email address and phone number of the customer for each engagement. The Government may contact references. TECHNICAL CAPABILITY/METHODOLOGY Knowledge of functional requirements The contractor's knowledge of Document Imaging, Indexing, Optical Character Recognition, and Electronic Workflow Management Technologies is critical. The contractor's knowledge must include Document Management Systems and their design. Knowledge of technical Requirements A demonstrated understanding of the current technologies which are applicable, to the purpose of this RFI, based on the completeness of the contractor's response to this RFI. A demonstrated understanding of the technical approach necessary for completing the tasks listed in this delivery order which is based on the completeness and correctness of the contractor's RFI response. CERTIFICATION REQUIREMENTS: The following information shall be submitted with RFI 1) Quantity and type of experience with Document Imaging Technology and Content Management Technology. 2) Quantity and type of knowledge and ability in the integration of disparate systems. 3) Quantity and type of experience in implementing, designing, and supporting document imaging workflow in support of business practices. 4) GSA contract information including expiration date.
