Description
The US Army Contracting Agency, Contracting Center of Excellence (CCE), Pentagon, on behalf of Office of the Assistant Secretary of the Army (OASA), Financial Management and Comptroller (FM&C), Financial Reporting Directorate intends to procure prepa ration and publication of the Armys General Fund, Working Capital Fund and Civil Works Fund Financial Statements under full and open competition procedures. Interested small businesses who are certified and qualified as a small business concern in NAICS code 541611 with a size standard of $6.5M are encouraged to submit their capabilities package outlining their experience in the following key areas: preparation and publication of General Fund, Working Capital Fund and Civil Works Fund Financial Statements to comply with the Chief Financial Officer Act of 1990. If at least two responsible small business concerns are determined by the government to be capable of performance this requirement at a fair market price based on an evaluation of the capabilities p ackages submitted by 1:00 p.m., Eastern Standard Time (EST), May 21, 2007, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capabilities packages submitted, this requirement will be solicited under full and open competition proced ures. To assist us in maintaining a list of interested small business offertory for this potential procurement, please provide your company name, a point of contact, address, phone number and business size under the above NAICS code, to the POC for this p rocurement Mr. Edward Yanchuk. Under this requirement, Financial Statement support, a Firm-Fixed-Price contract is anticipated. The period Performance will be a base period from date of contract award for twelve (12) months with 4 twelve (12) month opt ions. Capability statements should include the following: Describe your overall capabilities to integrate the entirety of Army financial transactions into the seven general fund, and six working capital fund financial statements with accompanying detailed, required, notes to those financial statements. Describe your overall capabilities to extract from all Army staff elements the required narrative of Army and Department of Defense strategic capabilities, on-going and planned Army transformation, ramifications of BRAC decisions, and the strategic way ahe ad for the Army. Describe your capabilities to understand the priorities and personal writing style that will enable you to compose draft narratives for the Secretary of the Army, Assistant Secretary of the Army (Financial Management and Comptroller), and Assistant Secret ary of the Army (Civil Works) which are included in the published financial statements. Describe your ability to intimately understand the relationship between systems used to report Army transactions that have a financial impact and the Defense Finance and Accounting Service (DFAS) systems used to produce the Army financial statements. Describe your understanding of detailed accounting transactions, pro forma accounting entries, and their relationship(s) to the Government Standard General Ledger accounts. Describe your ability to provide high quality award winning printed financial statements and compact discs in a very compressed time frame. Describe current experience with Department of Defense and Army accounting, systems having a financial impact, and financial statement preparation. Describe your ability to provide employees with a current Certified Public Accountant (CPA) certificate and who also have experience with DoD accounting and financial statements. Provide a review of your tools to be used by your CPAs in their daily analysis of daily Army transactions impacting fina ncial statement general ledger accounts, the business events and account fluctuations. Show that you have adequate capital and sufficient cash flow to carry government accounts receivable for at least 90 calendar days dated from government receipt of a proper invoice. Show that you have the ability to process monthly invoices through Wide Area Work Flow. Individual responses to this request for information that may contain company proprietary information must be marked accordingly. The Government may revise its acquisition strategy and solicitation requirements based upon industry response. The Governmen t shall not be liable for or suffer any consequential damages for any technical information identified (e.g. limited and/or restricted rights) Place of performance will be the Pentagon, Washington DC. Contractor personnel will require a current secret clearance. In accordance with the DD Form 254, a secret facility clearance is also required. All responsible sources may submit a proposal(s), which will be considered, however, no offers are being request ed at this time. No paper copies of the solicitation will be issued.
