- Solicitation number W15QKN-07-T-0223 is issued as a Request for Quotation (RFQ) NAICS Code is 33411 = Electronic Computer Manufacturing and the corresponding Small Business Size Standard is a maximum of 1,000 employees. The requirements will be fulfilled using the Simplified Acquisition Procedures, part 12 of the FAR and the test program authorized in FAR subpart 13.5. Delivery is FOB Destination to: ARDEC / B3518/Attention: Mr. Bob Wade / Picatinny Arsenal, NJ 07806 The US Government???s desired delivery schedule is fifth teen (15) each seven (7) days after contract award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Joint Munitions & Lethality Lifecycle Management Command in support of the U.S. Army Research Development and Engineering Command has a requirement for the purchase of 15 handheld data logging computers to accept inputs from a NAVCOM 2050G GPS system and Geonics EM-61 Metal Detection system which meets the following salient features: 1) Rugged and lightweight package, weight not to exceed 2 pounds, dimensions not to exceed 1.5 inches thick, 10 inches long, 5.25 inches wide, allowing operator to hold unit in one hand with secure grip without compromising view of display or keyboard 2) Intel XScale processor, 400MHz, running Windows CE NET 4.2 Operating System and capable of logging GPS system and Metal Detection System data in real time using standard data logging software 3) 128M SDRAM 4) 1 GB Internal Solid State Data Storage 5) Full Size PCMCIA Card Slot for potential add-on of SD card or CF Card for additional data storage, card slot not exposed to the environment and contained within the unit for easy access to change SD or CF card via thumb screw or other easy detachment mechanism while still retaining full waterproofing following opening/closing of the access bay to the memory card 6) USB Port connection at base of unit to allow connection to laptop PC 7) Two standard 9 PIN RS-232 ports at the top of the unit which are sealed, spaced sufficiently apart to allow easy connection and removal of either RS-232 connection without interference, and allowing RS-232 cable connections to run out the top of the unit, not underneath or on the side of the unit, for the purpose of accepting GPS data input and EM-61 Metal Detection data inputs 8) Infrared Port 9) Integrated Bluetooth Option 10) Color TFT active Matrix Transflective LCD Display, ?? VGA, with minimum 320x240 pixels, and with graphics accelerator for high performance operation and minimal glare in direct sunlight 11) Display Backlight 12) Touchscreen operation using provided touchscreen pencil, other similar device, or operator finger 13) Touchscreen Disable Button 14) No performance degradation over operating range of -30 to 54 C 15) Waterproof and Dustproof, 100% sealed against water and dust, passing MIL-STD 810F shock resistance summarized as no performance degradation following unit being dropped from 1.5m (5 feet) onto a hard surface, on each face and corner and IP67 waterproof ratings summarized as no performance degradation after submersion in 0.5m of water for 30 minutes 16) Full function keyboard similar to standard desktop offerings including a minimum of 12 function keys and a full range of alphanumeric keys 17) centrally located up/down/left/right key allowing one hand operation using user???s thumb while maintaining grip of the unit 18) Removable keyboard bezel which allows user to easily and quickly wash away dirt and dust which may compromise keyboard operation, while still retaining full waterproof and seal of the unit 19) rechargeable batteries sufficient to last 12 to 20 hours depending on application 20) Rapid charge of batteries in 3 to 5 hours using supplied battery charger 21) Capability to run standard AA convenience store bought Alkaline cells if necessary within the sealed watertight handheld computer unit but with no more than 50% penalty in system active life prior to low battery indication (adaptor to allow use of standard AA batteries is acceptable, provided it is a standard accessory to the handheld computer) 22) Battery charger to charge internal rechargeable battery so that battery does not have to be removed while charging. 23) Extra battery charger to allow charging of an additional spare battery external to the handheld computer while handheld computer is also being charged 24) Battery backed time clock 25) Battery low indication in display/toolbar 26) automatic storage of all data recorded into saved file up to time of battery low/charging required such that no data is lost in the event of low battery or power interruption. 27) 4 Metal cleats allowing tie down at each corner of the unit 28) Full operator???s manual on CD including configuration and connection instructions, how to use Windows CE, and software development kit suitable for development of applications by the government The following provisions and clauses apply to this acquisition.
