Description
This is a combined synopsis/solicitation for a commercial item in accordance FAR 2.101. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Businesses. This request for proposal (RFP) N00174-07-R-0025 is the only written solicitation that will be issued, unless amended. The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 18. The NAICS code is 334517. Size standard 500 employees. The Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV) is soliciting proposals for the following requirement (Brand Name or Equal): MG452 Constant Potential 450 kVp X-ray System in accordance with the below listed minimum specifications. The offeror shall provide a firm fixed price offer F.O.B. Destination to Commanding Officer, NAVEODTECHDIV, 2008 Stump Neck Road Indian Head, Maryland 20640-5070 (Attn: Mr. Dennis Artman). MINIMUM SPECIFICATIONS: 1. One Control Unit w/30 meter cable weigh ing NO more than 30 pounds and NO larger in size than 20?X8?X14?. 2. One Housing for Control Unit. 3. One electronic power supply at 4.5Kw (with 10 meter cable) weighing NO more than 100 pounds and NO larger in size than 15?X15?X26?. 4. One high voltage generator 225Kvp (Minus side) weighing NO more than 280 pounds and NO larger in size than 22?X15?X26?. 5. One high voltage generators 225Kvp (Plus side) weighing NO more than 280 pounds and NO larger in size than 22?X15?X26?. 6. Tube must operate at 10% over-voltage at full power and 10% over-power at full normal voltage. 7. Generator must operate at 20% over-voltage with NO load and fulfill the test in Specification number 6 above. 8. The generator?s high voltage accuracy equals +/- 1% of demand at a value of +/- 0.2 Kv. The generator?s reproducibility equal 0.01% of maximum Kv value at a constant temperature. 9. The tube?s current accuracy at constant temperature equal +/- 0.2% of demand value at +/- 0.01 mA. 10 . The tube?s current reproducibility at constant temperature equals +/ - 2 uA. High voltage 225 kVp cables at least 10 meters long, (2 each required). 11. One oil cooler OL4502 (oil to air exchanger system). 12. Oil hose at least 20 meters long. 13. Oil hose with connectors will be cut to fit on-site. 14. Serial Interface RS232 with 2 fiber optic cables at 2 meters long each. 15. The tube?s focal spot sizes are 2.5mm and 5.5mm using a 0.9/4.5kW directional beam tube head. 16. Flange connection conversion kit for HV and Oil cables. 17. Removal and disposition of old non-working exiting x-ray system. 18. On-site installation and training including expenses. 19. A one-year Preventive Maintenance (PM) contract including two PM visits, each consisting of an 8-hour day to complete maintenance and calibration of mechanical and electronic components. *NOTE: The product (system) must be delivered within 45 days after award. The following provisions apply: 52.212-1, Instructions to Offeror's-Commercial 52.212-4, Addendum to 52.212-4, DFARS 252.21 1-7003, Identification and Valuation. Contract Terms and Conditions-Commercial Items 52.212-5, Item Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items 52.212-2, Evaluation Commercial Items-the evaluation factors are as follows listed in descending order of importance unless otherwise stated: Factor 1-Technical: The offeror shall provide written documentation detailing how their system meets or exceeds the 19 minimum requirements shown above. Offerors shall provide three (3) copies of the complete technical specifications. NO PRICING IS TO BE PROVIDED IN THE TECHNICAL INFORMATION. Factor 2-Past Performance: Offerors shall provide three (3) references for product performance with name, telephone, fax and e-mail address. Other sources for past performance information shall be used as available. Factor 3 ?Price ? Offeror shall provide pricing to include any warranty, installation and delivery to destination. The government w ill make a best value determination based on these factors. Intent is to award based on initial offers. If considered necessary by the contracting officer, discussions will be conducted only with those offerors determined to have a reasonable chance for award. Offerors must provide with their proposal a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. If available via ORCA website, please specify. Responses must be received no later than 1:00 p.m. EST on 12-June-2007. Responses may be provided electronically or via US mail.
