Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the request for quote for the required items under RFQ N00189-07-T-0259. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/ ). The RFQ number is N00189-07-T-0259. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-12 and DFARS Change Notice 20050930. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.a cq.osd.mil/dpap/dfars/index.htm . The North American Industry Classification System (NAICS) code is 333994 and the Small Business Standard is 500. This is a competitive, unrestricted action. A subsequent solicitation document will not be issued. FISC Norfolk Contracting Department intends to purchase on a brand name or equal basis the following items: One brand name or equal to the Sta-Warm rectangular electrically heated tank p/n BR120SSS. Delivery will be 14 days after the receipt of order, FOB: Point Destination to Norfolk, VA 23511. Brand name manufacturer is Sta-Warm Electric. Note: If providing an equal please supply descriptive data for evaluation purposes to determine the validity of how it is an EQUAL. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: 52.204-7 Central Contractor Registration (JUL 2006); FAR 52.211-6 Brand Name or Equal, is hereby included: Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as ?brand name or equal,? the purchase description reflects the characteristics and level of quality that will satisfy the Government?s needs. The salient physical, functional, or performance characteristics that ?equal? products must meet are specified in the solicitation. (b) To be considered for award, offers of ?equal? products, including ?equal? products of the brand name manufacturer, must?(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by?(i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate ?equal? products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an ?equal? product, the offeror shall provide the brand name product referenced in the solicitation. Inner Tank; #11 gauge 304 stainless steel, electrically welded throughout. Capacity: 120 gallons rim full. Type & Dimensions: Rectangular, 24'' x 48" x 24" deep. 2. Housing: #12 gage HR steel, electrically welded throughout. Dimensions: 30" x 54" x 29" high. Tank is mounted on casters with locking wheels. Paint: Sta-Warm Blue 3. Heat Insulation: Nominal 3" expanded vermiculite. 4, Cover; Tank to have two piece cover. 5. Valve: Heated 2 stainless steel gate valve located on sidewall at bottom. 6. Element: STA-WARM multiple circuit heating element, uniformly applied to bottom and sidewall to 6" from top with heat density of approximately 5 watts per square inch, evenly distributed to give low heat concentration, thus insuring long life and minimum of carbonization or oxidation. 240 volts 3 phase 60 cycle 39.0 amps 7. Control Equipment: One Magnetic Contactor: 50 amps 3 pole, 240 volt coil. Housed in a NEMA 12 enclosure. Thermostat: One Watlow SD3 series with thermocouple in heating chamber, welded to bottom of inner tank, covered with heating element to closely control wall temperature, calibrated in a selective range of 60-250?F Second thermostat: Watlow electronic indicating and controlling thermostat with type "J" thennocouple immersed directly in the contents connected in series with wall thermostat to act as a second control. This also provides an extra safety factor. Calibrated in a selective range of 60-250?F.
