- Description
- FISC Norfolk Philadelphia Division intends to solicit on a sole source pursuant to FAR 6-302-1 using commercial items acquisition procedures as defined under FAR part 12, and using Simplified Acquisition Procedures per FAR part 13.5 for medical research in support of an Investigational New Drug for the treatment of pre-hospitalize patients with severe hemorrhagic shock. The objective of the various efforts is to study the effects of the varying formulas of HBOC-201 on the vasoactivity of HBOC-201 on human tissue, capillaries, cell flow in capillaries having only plasma flow. The studies will also determine the characterization of hydrodynamic, rheological and microflow behaviors of the different formulations of HBOC-201. The Medical Research Facilities that will support the Navy in this effort are: The University of Virginia, The University of Miami, The University of Pittsburgh, The University of North Carolina, The University of Alabama, The University of Rotterdam, and Brown University. The estimated start date for these studies is mid July 07 and is not expected to exceed 12 months. Firm fixed price contracts are the anticipated result of this negotiation effort. The NACIS code for this effort is 541990. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only those sources listed above, under the authority of the Clinger Cohen act, interested medical research facilities may identify their interest and capability to respond to the requirement by email at the address listed above .
