Description
NAICS Code: 511140 The U.S. Environmental Protection Agency (EPA) National Decontamination Team (NDT) intends to award a sole source purchase order using the procedures set forth in FAR 13.5 to Thomson Micromedix for an annual subscription renewal of two internet-based and CD-based medical and hazard reference systems. It has been determined that Thomson Micromedix is the only provider of this system and no equivalent alternative system meets the Government's requirements. The Thomson Micromedix systems, TOMES and REPRORISK, combines 15 proprietary and licensed databases that provide easy access to medical hazard and environmental information which provides On-Scene Coordinators, toxicologists and other Federal health experts with information to facilitate decision making in the field during Federal disasters, emergency responses and CERCLA removal actions. The unique features of the Thomson Micromedix systems are that they provide for field access via internet and hard copy CD in a very portable and easy to use format with a search capabilty to use one query to search all linked databases. In addition, Thomson Micromedix has been providing this service for several years to the agency, and although substantial market research has been conducted no other product seems to provide all of the features the agency requires. This procurement is being conducted per FAR Part 13, NAIC code 511140. Interested persons/firms may identify their interest and must demonstrate their capability in order to be considered for this opportunity. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. This is not a request for competitive quotes. No competitive request for quotes is planned; however, information submitted in response to this notice will be used to determine whether or not to open up this procurement for competitive procedures.
