Description
NASA/GSFC has a requirement for two commercial actuators which are functionally interchangeable with Starsys, Inc part( P/N: CI 27956-1 and -2). These items are not for space flight use and, hence, will not be subject to quality assurance testing. These actuators shall met the following salient catalog features: - Commercial version of space flight actuator product - Redundantly wound, 3-phase Y configured stepper motors, 1.5 degrees/step - 200:1 harmonic drive gear reduction - 0.0075 degrees of output per motor step - Mechanical hard stops at ?92 degrees of travel - Dual (redundant) encoders which resolve each motor step and step direction, center of travel position and end of travel warning. Functionally identical, commercial grade encoder components may be used. - Aluminum construction may be substituted for titanium where advantageous for cost or schedule. - Commercial grade bearings (material: 52100 or 440C) - Lubricated bearings (either commercial grade volatile oil/grease, non-volatile vacuum compatible oil/grease or space rated oil/grease) - Torque capacity 1000 in-lb (powered), 250 in-lbs (minimum, unpowered) - 0.945? diameter quill shaft - Capable of 24V operation in either a cardinal step mode or microstepping mode NASA/GSFC intends to purchase the items from Starsys, Inc. This procurement will be processed using the procedure in FAR Part 13 using Simplified Acquisition Procedures, and the Procedures set forth in FAR Sub Part 13.5 "Test Program for Certain Commercial Items". The NAICS Code and the business size standard for this procurement are 335312 and 1000 employees respectively. The offeror shall state in their size status for this procurement. The Government intends to acquire a commercial item using FAR Part12. DO Rating is DO-C9. This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited. Interested organizations may submit their capabilities and qualifications to perform the effort in writing via email, fax or mail to Candis Edwards-Duncan/CODE 210.3, NASA Goddard Space Flight Center, 8800 Greenbelt Road, Greenbelt, MD 20771 to the identified point of contact not later than 4:30 p.m. local time on 05/22/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
