Description
The purpose of this synopsis is to announce the intent of the United States Special Operations Command (USSOCOM) to negotiate, on a sole source basis in accordance with 10 U.S.C. 2304(c) (1) and FAR 6.302-1, an increase in the contract ceiling on the Contractor Logistics Services contract, USZA22-03-D-0006 in support of the United States Special Operations Command (USSOCOM), Special Operations Forces Support Activity (SOFSA) located in Lexington, Kentucky. Awarded in August 2003, this is an Indefinite Delivery/Indefinite Quantity, Cost-Plus Award-Fee (CPAF) contract. Accordingly, this action will increase the current contract ceiling by $600 million from $1.5 billion to $2.1 billion. This contract was awarded with a five-year base period and five option years available under award term incentives. The award term years have been removed from the contract. It is necessary to increase the ceiling due to (1) unanticipated high level of support for the global war on terror (GWOT) as a result of the events of September 11, 2001 (9/11); and (2) USSOCOM?s mission change based on those events. All work to be performed under the contract is considered to be in accordance with the original performance work statement; however, the GWOT increased the amount of work to be accomplished to an amount not contemplated in the estimated original ceiling price. As a result of the requirements placed against this contract supporting the GWOT and due to USSOCOM?s mission change, the original established contract ceiling of $1.5 billion is expected to be reached in contract year four. This increase in the ceiling will secure continued and seamless support of several critical on-going projects at SOFSA, such as on-going aviation fixed and rotary wing production and logistic efforts, while at the same time ensuring sufficient contract ceiling is available for new tasks supporting the USSOCOM mission. Because the requirements and obligations are approaching the contract ceiling, an early recompetition of the SOFSA effort is necessary. The planning phases for a competitive solicitation are already underway to replace this contract with a targeted draft request for proposal in October 2007 and a Final Request for Proposal in February 2008. The contractor is L-3 Communications, Joint Operations Group, contract USZA22-03-D-0006. The incumbent contractor is the only source available with the expertise to allow for effective and efficient continuation of effort pending award of a competitive follow-on contract.
