Description
Request for Proposal SPM1C1-07-R-0135 will be procured as a Total Small Business Set Aside for the complete Modular Sleep System (MSS) and seven indiviudal components. The Minimum/Maximum quantities are as follows: MSS 9,000/72,000, Patrol Bag 6,000/48,000, Intermediate Bag 9,000/72,000, Stuff Sack 12,000/96,000, Bivy Cover 3,000/24,000, XL Patrol Bag 100/2,400, XL Intermediate Bag 100/2,400 and XL Bivy Cover 100/2,400. Applicable technical documents are as follows: CID A-A-55262 dated Nov 15, 1994 for the Sleeping Bag Modular and FQSE/PD 95-04A dated July 22, 1997 for the Cover, Bivy. The CID is available at http://assist.daps.dla.mil/online/start/. The PD is only available at DSCP, copies may be obtained at www.dscp.dla.mil/clothingandtextiles/. Technical Proposals will require the following: 1. Product Demonstration Model of 1 complete system, 2. 6 yards each of Cloth, Hydrophobic, Nylon Ripstop, with approved water repellent finish in Camouflage Green Shade 483, 3. 6 yards each of Cloth, Hydrophobic, Nylon Ripstop, with approved water repellent finish in Ground Green shade, 4. Evaluation of Past Performance/Offeror Experience and 5. DLA Mentoring Business Agreements Program. CLO value testing will also be required for the Patrol Bag (Type I) and Intermediate Cold Weather Bag (Type II) and shall be submitted with the proposal. An ESTIMATED response date of August 1, 2007 is established for the closing of this RFP pending its issuance/posting in July 2007. Note 26 applies. Offers are to be based on FOB Destination Susquehanna, PA and San Joaquin, CA. Production Leadtime is 180 days after date of award for three deliveries. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as The Berry Amendment) impose restrictions on the DoDs acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and specialty metals (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
