Description
PR No: 14313201. This solicitation kit NSN number is 1560-01-540-3822 and is for B-1 Aircraft Equipmetn Bay Frame Crack Repair Kit. This solicitation will be solicited for award of a definite quantity contract. This procurement is unrestricted using full and open competition. This is a Critical Application Item. Delivery: FOB: Destination, Inspection/Acceptance: Destination, PLT; 135 days ARO. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. The solicitation issue date is on or about 18 May, 2007. A copy of the solicitation will be available via the Business Systems Modernization DLA Internet Bid Board System (BSM DIBBS) website: https://www.dibbs.bsm.dla.mil on the issue date cited in the RFP. From DIBBS homepage, select Request for Proposal (RFP) under the Solicitations heading. NOTICE?Compliance with FAR 52.219-6 A recent decision by the U.S. Small Business Administration clarified the requirements to comply with FAR 52.219-6 when the end product is a kit. Because the kit assembly process is not manufacturing, offerors may not qualify as a manufacturer or non-manufacturer. Offerors may qualify as a small business concern as a kit assembler under 13 C.F.R. Section 121.406(c). To qualify as a kit assembler, the offering firm must not exceed 500 employees and 50% of the total value of the kit?s components must be manufactured by small business concerns that qualify as small under the NAICS code for the components being assembled. The calculation excludes the value of those components that must be purchased from either government sources or concerns other than small.
