Contact JOHN PETERS if we are unable to upload the 5 reference documents.-------------------------------------------------------- We were recently tasked to open a number of offices in South-East Asia in support of the High Pathogenicity Avian Influenza (HPAI) efforts, and realized that we are severely under staffed, and unprepared for this emergency response task. In addition, due to our limited support structure, and wide geographic distribution, we have little assurance that all of the IT equipment we have in the field is ?up to date? in terms of hardware and software. Add to that, we were tasked to implement a re-organization which is changing the way we do administration in our field ? moving from a distributed-responsibility arrangement (where each geographic region had a ?Regional Director? ? a manager who was responsible for both program and administrative decisions) to a centralized administration (where a single Management Policy and Services office in HQ is responsible for administration and management of budget, execution and IT resources). We are faced with a number of challenges ? some new due to the reorganization (management issues, paradigm shift, etc), and some old (security challenges, support issues due to locations and global politics). We are trying to ensure that our field is secure, and able to communicate with both their local counterparts and officials as well as the Agency contacts here in the US. We have a requirement for compliance with all US and USDA laws, regulations, and policies, as well as compliance with local host country laws; and a goal of standardizing our operations so that we can provide secure, responsive service, both in programmatic and administrative efforts ? with IT equipment and infrastructure being a vital component to support the mission.
