DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-16. The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 and the small business size is 500. The acquisition is being procured using full and open competition. This is a brand name or equal requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency?s requirement. The National Institute of Standards and Technology has a requirement for one Olympus MVX10 Macroview Microscope System and components. This microscope will have two primary functions: assist in device fabrication and monitor microfluidic device performance. Due to space limitations, it is important that the microscope be able to do both. For device fabrication, this requires the use of a stereomicroscope for proper alignment, a long working distance objective to allow manipulation of bulky substrates, and clearance for the insertion of tubing, electrical wiring, and additional optical components. To monitor device operation, both stereo and macro modes are required. In both cases, the working distance must be sufficient to allow access to the aforementioned tubing, wiring, and additional optical components. Stereo will allow us to ensure the mechanical features of the device (microvalves) are operating properly and the fluids moving along the proper flow paths. We will also track solid objects (1-100 um) without fluorescence in the device both visually and w/ a CCD camera. The macro mode is required for image acquisition for quantitative analysis. Since it is often difficult to illuminate the flow paths, a system is needed that utilizes a single optical path to accommodate the relatively low light. During an experiment time is a factor, so it is important that the switching between modes be fast and require little to no adjustment/focusing. LINE ITEM 0001: Quantity one each Olympus MVX10 Macroview Microscope system or equivalent, including the following Olympus Part Numbers: (1) MVX-ZB10; (2) MVX-X011; (3) MVX-200; (4) 3-MVX100; (5) 1-MVX100, DI-TLB3018, and (6) 2-U100H3, meeting all of the following required salient characteristics: 1. The light path must be switchable between macro and stereo modes, and must beintegrated into a single body; 2. The body must be of single optical axis design (macro) to double the numerical aperture for increased resolution and light sensitivity; 3. The main objective must be a planapochromat 1x for viewing field flatness; 4. The base must be transmitted light via Gimbal mirror system with fiber optic light source to minimize heat transfer to the baseavoid heating the base greater than 1-2 degrees C; 5. The scope must have a working distance of 65 mm or greater with a 1x objective; 6. The head must be binocular/trinocular to allow image recording through standard c-mount connectors; 7. The body must have an integrated iris diaphragm to control depth of field; 8. The two-position nosepiece and optics must retain parfocality when switching. Delivery shall be completed in accordance with the contractor?s commercial schedule. Delivery terms shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award shall be made to the party whose quote offers the best value to the Government, technical capability and price will be considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor ?Meeting or exceeding the Requirement,?, and 2) Price. Technical Capability and Price are of equal importance. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristics and clearly documents that the offered product meets or exceeds the specifications stated above and meet the needs of the Government in essentially, the same manner as the brand name.
