Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13 as supplemental with additional information included in this notice. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. The North American Industry Classification System Code (NAICS) is 541611 with the size standard of $6.5 million. The solicitation number for this acquisition is RFQ 263-2007-Q-FX-0169 and is being issued as a request for proposals. This acquisition will be processed under Simplified Acquisition Procedures and is a small-business set-aside. The National Institutes of Health Office of Communications and Public Liaison (OCPL) has a requirement for the Director and other Senior staff for a contractor to provide advice and consultation services on development and implementation of NIH OD and IC communication, health education, and public liaison issues and programs, e.g., NIH-Grantee communication; NIH-AAMC liaison; Clinical Research Awareness Program, animal research awareness, COPR member roles and responsibilities, COPR application review, etc. In addition, the contractor will be required to provide the following services. ? Serve on NIH-wide committees on communications issues, e.g., NIH funding acknowledgement committee, Worldwide Web coordinating committee, CD retreat committee, NIH communications advisory group. ? Serve on proposal review committees. ? Help support overall efforts to improve the quality and performance of NIH on-line activities. ? Develop and implement a plan for enhanced involvement between NIH and the entertainment industry. ? Consult on development and implementation of a traveling exhibit for NIH. ? Review and edit documents prepared by NIH OD. The place of performance is the contractor?s facility. The period of performance will be one year from the date of award. All proposals should include the total price for the 12 month period in their price quote to reflect the entire period of performance, maximum of twenty (20) hours per week Monday thru Friday. The following provisions and clauses apply: 52.212-1 Instructions to Offerors/Commercial; (a)(b)(c)(f)(g)(j)(k)(l). 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Terms and Conditions. 52.212-5 (b)(5)(i), (b)(14), (b)(15), (b)(16), (b)(17),(b)(18), (b)(20),(b)(26),(b)(31),(b)(36). All proposals received in this office by 2:00 p.m. EST on the closing date of this announcement will be considered by the Government. Parties responding to this solicitation may submit their proposal in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc) but must include the following information: 1) company complete mailing and remittance address 2) discounts for prompt payment if applicable; 3) Dun & Bradstreet number; 4) Taxpayer ID number. Proposals received within 15 days after publication on this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Evaluation Criteria40% - Previous work experience to alleviate training contractor to NIH policies and procedures to a level of understanding of NIH sensitive issues and ability to maintain confidentiality of discussions. 30% - Provide advice and consultation on development and implementation of complex or unanticipated needs in the areas of NIH communication, health education, and public liaison issues. 20% - Knowledge and experience in developing and implementing a traveling communication effort with national reach. 10% - Equipment/Software compatible to NIH equipment/software
