Description
Mine Safety and Health Administration is requesting proposal for the below requirement. Specification - Portable Performance-Based Brake Testing System (PBBT) Portable brake dynamometer technology can: ? Work as part of the current truck safety Compliance Assistance Program or independently ? Assist operators/contractors with high incident/accident rates ? Identify service and parking brake performance problems at each wheel of the vehicle ? Quickly provide performance results on a large number of vehicles while greatly reducing the impact on mine operations when compared to manual truck brake system inspections ? Provide information to evaluate equipment compatibility with truck load and haul road design Capabilities: ? Be capable of performing brake checks of on-highway trucks including significantly overloaded on-highway trucks. ? Quickly provide performance results on a large number of vehicles while greatly reducing the impact on mine operations when compared to manual inspections of truck brakes. ? Identify service and parking brake performance problems at each wheel of the vehicle. ? Provide information to evaluate equipment compatibility with truck loads and haul road design. Specifications: Minimum bid requirements: The unit must be trailer mounted in an easy to set up configuration. The brake tester frame will be placed on to a mine road or parking area (irregular dirt or gravel surface). Surface ruts and holes may be present requiring the PBBT to be blocked to provide support for the frame. The frame must be able to span limited ruts. Ramps will be positioned to allow vehicles to drive up onto the frame. The PBBT must be designed to be suitable for setup and testing at mine sites. The PBBT must include all hardware for setup at a mine location. Cribbing and wedges must be supplied for uneven surfaces. The unit must provide real time evaluation and output of results. The PBBT must be provided with diagnostic software to evaluate individual brake performance and diagnostic sensors for the brake system including pedal, air, and timing. The PBBT must meet the FMCSA?s Functional Specifications as called out in the Notice of Final Determination ? Guidelines of Development of Functional Specifications for Performance-Based Brake Tester Used to Inspect Commercial Motor Vehicles (65 FR 48799). The PBBT shall include a exclusive, full warranty providing parts, labor, onsite repair in Triadelphia, WV, and telephone and e-mail support. This warranty shall cover the complete PBBT system and peripherals (hardware and software). The warranty period shall be two years from the date of the completion of training of MSHA personnel. No third party warranties will be accepted on system components or peripherals. The PBBT must be compatible with an MSHA supplied laptop computer and printer for storage of data collected during the operation and the printing of reports and data. Typical laptop configuration: DELL LAPTOP 820 Baseline+ 2.4GHz RAM 1GB Hard drive 80GB CD Drive, CD-RW/DVD-RW Operating System: Windows XP The PBBT must include annual calibrations over the two year warranty period. All calibration procedures and special hardware shall be supplied as part of the PBBT by the contractor. The PBBT shall operate independently of any external power source and shall provide 4 outlets at 120 v, 20 amps (total). A minimum 2? amber flashing strobe light on a 6? stand with its own base and a minimum 100 watt portable area work light with its own base shall be provided. The PBBT shall include a package of small, expendable parts that have been found by the contractor to be needed on a regular basis. The PBBT shall include a copy of all documentation, which shall include but not be limited to: installation/setup instructions, operation instructions, trouble shooting procedures, repair procedures, maintenance procedures, and calibration procedures. All documents shall be provided in electronic format (.pdf) and unrestricted as to reproduction by MSHA. The PBBT shall have an integral weighing feature to be used in the calculation of brake performance (dynamic weighing during braking procedure) and also be capable of being used as a static scale. The weighing may be hydraulic, strain gage, or piezo-based. The PBBT, including all of its constituent components, shall be able to operate in all weather conditions and in an outdoor setting. The PBBT and all of its components shall be UL approved for wet locations. The PBBT trailer must meet US DOT specifications (provided on request) and be provided with an electric over hydraulic surge braking system (e.g. Carlisle HydraStar XL Actuator) with a parking brake feature or 4 wheel chocks sized for the trailer?s tires, and a tongue swivel jack stand. Protection for the PBBT from the weather must be provided during transport, i.e. specially fitted tarp. The PBBT shall include onsite training to MSHA personnel at MSHA?s Approval and Certification Center in Triadelphia, WV. The training shall cover all facets of operation, maintenance, calibration, troubleshooting, and service department interfacing protocols. The training shall be conducted within 4 weeks of delivery. The PBBT must pass an acceptance performance test upon completion of the training of MSHA personnel. PBBT shipping destination- MSHA 251 Industrial Park Rd. Triadelphia, WV 26059 Additional optional specifications (the cost of each option must be listed separately if the bidder wants to provide a quote): The PBBT shall have Artificial Axle Load Capability (AAL). This AAL shall be able to mechanically simulate a fully loaded axle on a vehicle that is presented for inspection in an ?empty? (curb weight) or less-than-fully-loaded configuration. The AAL must be compatible with all types of commercial motor vehicles regardless of axle or suspension type (unless otherwise limited in the FMCSA Functional Specifications). AAL may be accomplished by hydraulic cylinder or lifting platform. All associated hardware (straps, hooks, chain, etc.) shall be supplied with the PBBT. The maximum force applied to test vehicle?s axle from the AAL device shall not exceed 10,000 lbs in order to prevent damage to the test vehicle?s axle. The PBBT shall include a remote display that provides the driver with instructions and the operator with resultant information. This display shall include all mounting hardware to install the display in a totally exposed outdoor location with no mechanical support infrastructure (no upright posts or poles, etc.). The trailer must totally enclose the brake dynamometer and associated equipment. The PBBT must be designed to simulate road vibration (shaker) to check suspension components. The PBBT must be equipped with a lifting jack to allow inspection of brake system components. The PBBT rollers must be equipped with a brake to allow ease of driving off the rollers. The PBBT must be designed to accommodate a minimum individual axle weight of 60,000 lbs. and a total truck weight of 150,000 lbs. The PBBT must be designed to accommodate a minimum brake stopping force per wheel of 13,050 lbs. The PBBT must be designed to accommodate a minimum inside dimension between tires of 34?. The PBBT must be designed to accommodate a maximum outside dimension of tires of 12? and 13? . The cost of all components and deliverables called out in this Specification and the cost of shipping, delivery, and training shall be included in the cost of the PBBT.
