- General Development Project Manager Salary Range: $75,408-$110,739 Open Period: 5/17-6/18/07 Grade: FS-2 equivalent Position Information: Full-Time position not to exceed five years. One year with four option years to be exercised at the discretion of the employing office. Duty Location: 1 vacancy, Peshawar, Islamabad SOLICITATION NUMBER: PSC-07-035 (INL) SUBJECT: Solicitation for services under a Personal Services Contract (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government, represented by the Department of State, is seeking proposals from U.S. citizens interested in providing the PSC services described below. DOS intends to award a contract for the basic term of one year with four one-year options to be exercised at the discretion of the U.S. Government. The contract will be awarded to an individual candidate representing the best overall value to the Government considering the candidate's qualifications and experience against criteria stated herein. This PSC position requires a TOP SECRET level security clearance, which must be maintained throughout the contract period, including option periods. The selected applicant must be eligible to obtain a TOP Secret Level Security Clearance and will be subject to a security clearance investigation. The applicant's spouse or cohabitant may be subject to a background investigation. Denial of a TOP SECRET level security clearance will be grounds for removal from consideration for contract prior to award or termination of contract after award. Contract award will not be made until at a minimum an interim clearance is granted. PURPOSE: The purpose of this personal service contract position is to serve as the General Development Program Manager under the supervision of the American Embassy, Narcotics Affairs Section Director. Key Requirements: ?? U.S. Citizenship ?? Background and/or Security Investigation required. Major Duties: A. STATEMENT OF DUTIES 1. General statement of the purpose of the contract and responsibilities of the contractor The contractor serves as the General Development Project Manager in the Peshawar Office of the U.S. Embassy??s Narcotics Affairs Section (NAS). The contractor provides program and policy recommendations, technical advice and expertise, and continuous updates on breaking events, current activities and the results of activity planning, implementation, monitoring and evaluation to the NAS Director and other U.S. Embassy officials. All these actions support the elimination of opium poppy cultivation and further the development of border security activities involving the identification of the location and construction of border outposts, roads and small development schemes in remote and inaccessible areas. The incumbent supervises the work of the NAS project staff (currently 28 technical and support personnel) located in Peshawar in the Northwest Frontier Province (NWFP). The contractor participates as required in negotiating with senior Government of Pakistan (GOP) officials on the planning, design, monitoring and evaluation, financial and administrative requirements for anti-narcotics activities and border security programs in the NWFP & Federally Administered Tribal Areas (FATA). The contractor is also the lead coordinator for all donors working in anti-narcotics development activities, such as United Nations Office on Drugs and Crime (UNDCP), Asian Development Bank (ADB), International Fund for Agricultural Development (IFAD), and United States Agency for International Development (USAID) development activities in the FATA, in order to access external technical expertise and funding to reinforce and support the NAS programs. 2. Statement of Work (major duties and responsibilities) The contractor advises the NAS Director with regard to the anti-narcotics development programs. Prepares formal policy recommendations to fully integrate development activities with planned voluntary reduction of opium poppy cultivation and where necessary with law enforcement and paramilitary activities to enforce the poppy cultivation ban. The input is used to formulate recommendations for the annual narcotics certification issued by the U.S. President and for preparation of other annual International Narcotics and Law Enforcement Affairs (INL) programming documentation. Participates as required in the inter-agency anti-narcotics coordination group, providing significant technical expertise and high-level guidance. Supervises a technical staff in a systematic program to develop data for the preparation of the annual opium poppy acreage report for the poppy-growing areas of NWFP and Baluchistan. Provides advice to Government of Pakistan project staff in planning, design, supervision, implementation, inspection and evaluation of anti-narcotics development projects. The contractor plays a central role in planning, directing and assisting in the implementation of the Border Security Roads project, which is a major road construction project in the Pakistan-Afghanistan Border Region, and Small Schemes Development activities. Directs and oversees a program for the construction of Border Outposts for the Frontier Corps as well as Outposts for the Frontier Constabulary in Baluchistan and NWFP. To accomplish these border security activities the incumbent interacts with senior military and civilian officials including the Pakistan Army Corps of Engineers, and Commanders of two Frontier Corps, as well as the senior members of the civil bureaucracy in the NWFP. Advises and assists GOP Province officials in the preparation and submission of program documentation such as working papers for project approval committees (PAC) and project review boards (PRB), minutes of PAC and PRB Meetings, and other documentation concerning planning and financial reports, budgeting and requests for funding. Advises GOP officials on the development of their annual work plans based on first-hand knowledge of the Federally Administered Tribal Areas and the requisite priorities. Identifies, analyzes and where possible resolves constraints to development activities and narcotics reduction in accordance with USG policies, guidelines and regulations. Establishes and maintains sound working relationships with the Provincial Government of NWFP and public officials involved in the administration of the development and border security activities. Interacts with these officials in project planning and design, implementation, and monitoring and evaluation of NAS projects. Schedules periodic meetings to brief and update the senior officials on the status of NAS-funded activities. The results of these meetings provide feedback which is taken into account during the NAS planning and budgetary process. Coordinates with the UN and other organizations concerning their ongoing and planned advisory, institutional and monetary contributions to the anti-narcotics development programs and development programs in FATA. Advises and provides sensitive recommendations to the NAS Director for negotiations with other donors on their role and need for appropriate sharing of responsibility for development assistance. Directs, trains and manages a multidisciplinary technical assistance team assigned to the NAS Peshawar office, for the implementation, execution, monitoring and evaluation of NAS-funded anti-narcotics development programs, and border security programs. The technical assistance team of 28 is currently composed of 1 Deputy Development Advisor, 6 senior technicians, 7 mid-level technical staff, 5 administrative staff and 9 drivers. Advises and assists NAS staff with the preparation of bilateral agreements for various counter narcotics and border security activities. Makes recommendations to the NAS Director with regard to periodic releases of advance funds for the implementation of specific key activities. Travels extensively to oversee project implementation, monitoring and evaluation in the FATA and to provide management oversight and technical advice and guidance to the project implementation staff. Prepares reports on the problems and progress of the programs for GOP and NAS/US Embassy officials, recommending corrective actions if required. Prepares schedules and briefings and coordinates site visits as required for senior USG officials including the U.S. Ambassador/DCM as well as visitors from Washington. B. Relationships The contractor reports to the NAS Director, who shall be designated the Contracting Officer's Representative (COR), and in his/her absence to the NAS Deputy Director. The NAS Director reports to the Ambassador or DCM on all counter-narcotics, border security, and law enforcement activities, including related policy issues. C. Minimum Qualifications Applicants must demonstrate possession of one year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal service. SPECIALIZED EXPERIENCE: Experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and that is typically in or related to the work of this position. You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application shows that you possess the knowledge??s, skills, and abilities associated with this position as defined below. (Section D). When describing your knowledge??s, skills, and abilities, please be sure to give examples and explain how often you used these skills, the complexity of the knowledge you possessed, the level of the people you interacted with, the sensitivity of the issues you handled, etc. D. Evaluation Criteria The applicant should have an extensive background in multi-sector development project management and experience providing technical oversight and backstopping of these projects. A wide degree of understanding of the development process, understanding and experience as to how this process contributes to the reduction of opium poppy cultivation would be a clear advantage. 1. Skill in managing small to medium sized technical teams involved in project planning, implementation and evaluation. 2. Knowledge of embassy and consulate organization and interrelated activities, as well as familiarity with programs, organization, and operations of other USG elements involved in the counternarcotics and border security programs. 3. Knowledge of the political, economic and cultural environment of Pakistan and the regional factors affecting the counternarcotics and border security programs. 4. The FATA is a unique and difficult area and a knowledge of some of the issues involved in working in the FATA and the interventions necessary to make meaningful improvements to the overall border security efforts would be a plus. Either first-hand experience or a good understanding of the background, issues and culture of this highly complex and politically sensitive region of Pakistan would be an important asset. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant??s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
