- The Department of Veterans Affairs (VA), Vocational Rehabilitation & Employment Service (VR&E) has a requirement to provide Vocational Rehabilitation and Employment Services nationwide (continental United States - CONUS) and in selected territories and countries outside the continental United States (OCONUS). The VR&E Services solicited are: Initial Assessment/Evaluation; Case Management/Rehabilitation Services; Employment Services; Educational and Vocational Counseling; and Discrete Services. The VA may award one or more contracts for these services. The contracts shall be performance based, fixed price, indefinite delivery/indefinite quantity contracts. The period of performance for the awarded contracts shall include a base period and four option periods, each one year in length. The CONUS and OCONUS service areas are divided into 26 subareas. Offerors may propose on one or more of the above services in any subarea and/or one or more subareas. Offerors must provide at least one of the aforementioned VR&E services over an entire subarea. Some subareas will be set aside for small service-disabled veteran-owned firms and small businesses based on extensive market research. Awards shall be made based on the evaluation criteria established in the solicitation. The solicitation is intended to be released on or about May 11, 2007 and a pre-proposal conference is scheduled on or about May 23, 2007. Pre-proposal conference information shall be provided in the solicitation. The NAICS Code for this procurement is 624310 and the size standard is $6.5 million.
