P - Pre-solicitation Notice Solicitation #: RFQ VA-101-07-RQ-0350 Closing Date: June 8, 2007 @ 2:00 PM ET Classification Code: R499 Item 17. R - The Department of Veteran Affairs (DVA) Office of Research Oversight (ORO) serves as the primary VHA office in advising the Under Secretary of Health on all matters of compliance and assurance regarding human subject protections, laboratory animal welfare, research safety and security, and research misconduct. Some VA research is carried out in settings outside of the United States. The ORO requires services of a qualified enterprise that can be called on to collect information related to research compliance in non-U.S. settings as needed to assist ORO in its oversight activities in research involving human subjects. The contractor must have staff throughout the world that can respond timely to critical investigations. The skill set required of the contract personnel includes familiarity with language, community standards, U.S. regulations and in-country research settings, with expertise in pertinent U.S. laws, regulations and standards relating to the protection of human subjects in research, e.g., Common Rule for the Protection of Human Subjects and Food and Drug Administration Regulations as well as ICH-GCP. The contractor will perform analyses and provide recommendation to ORO concerning the nature of the alleged noncompliance. The period of performance shall be one (1) year from date of award with an option of four (4) years. All work shall be performed in accordance with the solicitation which may be found on this site on approximately June 14, 2007. Offerors are advised that they are responsible for obtaining amendments. Award is subject to the availability of funds. Proposals will be all-inclusive of cost related to travel, specimen shipping, postage, etc. Faxed proposals will not be accepted.
