Description
This requirement is for design, analysis, fabrication, performance, and acceptance testing with regard to development of the Target Monitor System (TMS), a facility diagnostic system to be used in a space simulation chamber. The TMS will be used to monitor simulated target and background radiation scenes. The TMS is a cryo/vacuum rated imaging system made up of an imaging telescope and focal plane array (FPA) system along with FPA control and image data acquisition electronics. Requirements for the TMS include: (1) FPA waveband capability of long wave visible to long wave infrared, (2) field-of-view (FOV) capability of 1.0 x 1.0 deg, (3) provide a scheme to select any one of six sub-wavebands of the overall required waveband, and (4) provide current technology FPA support electronics to accommodate the 1.0 x 1.0 deg FOV requirement. The FPA support electronics shall provide capabilities for image display and capture, image data recording, image data archiving and image data processing and analysis. A Performance Test of the entire TMS system shall be conducted and validated under cryo/vacuum conditions at the contractor?s plant before delivery to the government. Mission Capability, Past performance, and price shall be considered in award of contract. Delivery shall be in accordance with the specifications as detailed in the solicitation document. The solicitation document contains information that has been designated as "Militarily Critical Technical Data." Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a legitimate business purpose may have a copy of the solicitation document. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. The solicitation package will be mailed to the data custodian identified in Block 3 of the DD Form 2345.
