Description
INDUSTRY DAY The Air Force District of Washington (AFDW) and Joint Force Headquarters ? National Capital Region (JFHQ-NCR) are seeking industry input for ways to provide maintenance, sustainment, and administrative support tasks of the Mobile Command Post (MCP), Emergency Response Vehicle (ERV) and the JFHQ-NCR Joint Operation Center (JOC) located on Ft. Leslie J. McNair. Work will be primarily performed at Ft. Leslie J. McNair. Services will be provided at deployed sites within the National Capital Region as requested. Training will be conducted primarily at Fort Leslie J. McNair; some training may be conducted at other locations as required. Naval Air Warfare Center Aircraft Division (NAWCAD) currently provides program/project management, logistics documentation development, follow-on training support, engineering, technical, design support, material acquisition support, production support, testing support, and vendor coordination for the life cycle sustainment of the MCP, ERV, and the JOC. NAWCAD is currently responsible for on-call maintenance and logistics support of the JFHQ-NCR communications and electronics (C-E) package of the MCP and ERV, and the JFHQ-NCR JOC systems at Fort Leslie J. McNair, as described in Task 2 below. Additionally, NAWCAD is currently responsible for providing on-call support for the MCP and ERV while deployed within the NCR. JFHQ-NCR is currently responsible for fuel, oil, and lubrication of the MCP and ERV. JFHQ-NCR is currently responsible for operating expenses associated with the C-E package including satellite time, satellite radio, television subscription services, and INMARSAT costs. All of the taskings performed by NAWCAD, including those listed below, will be contracted out as part of this acquisition: Task 1. Sustainment and Engineering of the JFHQ-NCR MCP NAWCAD provides maintenance and logistics sustainment and associated engineering support of the JFHQ-NCR MCP Task 2. Sustainment and Engineering of the JFHQ-NCR JOC NAWCAD provides maintenance and logistics sustainment and associated engineering support of the JFHQ-NCR JOC radio suite, uninterruptible power supplies (UPS) supporting the JOC watch section, conference room video display wall, and Building 46 pass card security system. Task 3. Sustainment and Engineering of the JFHQ-NCR ERV NAWCAD provides maintenance and logistics sustainment and associated engineering support of the JFHQ-NCR ERV. NAWCAD provides training for the ERV to include a three day ERV Operator class. A formal training curriculum will be developed to support the class. Task 4. Program Management NAWCAD provides program management support for all of the tasks associated with maintenance and sustainment of the JFHQ-NCR MCP, ERV and JOC as described in Tasks 1-3 above. Monthly financial and progress reports will be provided to JFHQ-NCR as directed. As part of the above efforts, JFHQ-NCR will remain responsible for the following: a. Vehicle operating expenses including fuel, oil, lubrication, and vehicle registration. Additionally, JFHQ-NCR is responsible for lease requirements of the ERV. b. Operating expenses associated with the C-E package including satellite time, satellite telephone, satellite radio and television subscription services, or INMARSAT operating costs. 7. Project Deliverables. NAWCAD currently provides the following: a. Provides JFHQ-NCR on-call maintenance and sustainment support for the MCP, ERV, and JOC as described above at Ft. Lesley J. McNair and within the NCR as required. b. Submits monthly status reports. c. Provides JFHQ-NCR with updates to existing detailed engineering and technical documentation to include configuration management, system block diagrams, wire diagrams, cable run sheets, and parts lists to support the MCP, ERV and JOC systems. Responses are due 29 May 07. The government will hold an industry day on the subject 6 Jun 07 in Washington, DC, Ft. Lesley J. McNair, at a location to be determined. This Request for Information (RFI) is not a solicitation and the government will not pay for responses. While it is the government's intention to award a contract for this effort, the government reserves the right not to award a contract. In the event a contract is not awarded, offerors' are not entitled to reimbursement for B&P costs. The event is free of charge but registration is required due to the limited amount of space.
