Description

(i) This is combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ FA5205-07-Q-S010. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16 (as of 22 Mar 07). (iv) This procurement is unrestricted acquisition. (v) This RFQ contains two (2) line items. (vi) Line Item 0001, Qty 1 ea., Satellite Communications Terminal Tent, Color: Green, Manufacturer: L3 Communications, Part Number: USC-60, or equal. Specifications: 18? L x 18? W x 14.6?H, 4 ECU Ports, 4 Cable Ports, 4 Windows/Screens (two each side), 1 Door (7?x 6?) enlarged access for cases, Wind: Up to 80 MPH, Temperature: -30 to +60 C, Solar Radiation Rejection, Actinic Radiation, Fire Retardancy, Fungus Resistance, Blowing Sand, dust & snow: sand ? 0.01 to 1.0mm diameter in 80 MPH wind, dust ? 0.0001 to 0.01 mm diameter in 80 MPH wind, snow ? 0.02 to 0.9mm diameter in 80 MPH wind Line Item 0002, Shipping Costs to Tracy, CA. If quote is based on FOB Origin, shipping charges to Tracy , CA must be indicated. End Item Description. Submittal of ?Or Equal? items is allowed under this solicitation. When quoting an ?or equal? item, offeror must submit all descriptive literature, specifications, catalogs, etc., along with their quotation, necessary to meet the requirements of this solicitation to be eligible for award. (vii) FOB point is POE (Tracy, CA 95376 (Vessel)). Offeror must provide the estimated total weight and the total cubic ft. (viii) The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Item, applies to this acquisition. (ix) FAR 52.212-2 Evaluation ? Commercial Items, Quotes/offers will be evaluated IAW FAR 13.106-2. Award will be made to the responsible offeror whose quote/offer represents the best value in terms of technical (capability of item(s) offered to meet the government need), price, and past performance, which will be most advantageous to the government. (x) The provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. (xi) FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this solicitation. Addenda to FAR 52.212-4. FAR 52.212-4, para. (c), entitled ?changes?. The following sentence is added to the end of para. (c): ?unilateral modification may be issued for administrative changes?.
