- The NETCOM/9th Signal Command (Army) has a requirement for nonpersonal services for local telephone exchange services for Army Signal Activity, Southern Command (Southcom), Miami, FL. The proposed contract is for a base year with four one-year optio ns. The local exchange services provider, certified by the state of Florida, shall provide local commercial communications service for ASA Southcom, which shall include, as a minimum but not limited to, local access for Centrex, SONET, digital access trun ks, local exchange digital (ISDN PRI) trunks, transport channels, and directory number and number portability. All responsible sources may submit an offer that shall be considered. Sources responding to this requirement must indicate in writing, whether they are a large, small, disadvantaged and /or women-owned business. For this acquisition, a concern will be considered small under SIC code 4813 with size standard of 1500 employees NAICS 517110. This requirement shall be a commercial, fixed price ty pe contract. Solicitation is anticipated to be released on or about 21 May 2006. The solicitation can be viewed and downloaded from the Army Single Face to Industry(ASFI) Acquisition Business Website. The Government will conduct a preproposal conference and site visit on 31 May 2007 in the Dade Fire and Rescue Building, Army Signal Activity, Room 255, 9300 NW 41st (36th) Street, Miami, FL. It is recommended that prospective offerors attend this con ference. The conference will be from 9:00 11:00 AM (approximately). Offerors planning to attend are required to notify the Contracting Officer listed below, in writing, of all attendees names (not to exceed three per company, prior to 29 May 2007. A n e-mail response to basecom@netcom.army.mil is acceptable. Questions prior to the conference must be received before 29 May 2007. Questions generated as a result of the preproposal conference must be sent to basecom@netcom.army.mil, by 12 Jun 2007.
