- The Contracting Center of Excellence (CCE) is seeking comments on a draft Request for Proposal (RFP) for the competitive selection of services to support the Global Information Grid Analysis (GIG), assessment, study, planning, software development, a nd engineering support services. The draft RFP comment period will be open through June 1, 2007. The draft RFP will be issued as a small business set-aside seeking offerors with the capability to manage and deliver world-class technical expertise in the GIG environment. Key elements of the proposed contract included in the draft RFP are: Interoperability of key C4 system requirements and joint capabilities and interoperability development system (JCIDS), Netcentric operations development, Satellite com munications development, Information Technology Portfolio Management, Capabilities assessments, Information sharing and dissemination management, Joint tactical radio communications system development, Electromagnetic spectrum analysis, Operational archite cture assessment, Software applications interoperability, GIG mission area systems architecture and network consolidation studies, Information operations encompassing support efforts for protection of computer network systems, information assurance and cri tical infrastructure protection, Bandwidth requirements, Development of support directives on nuclear effects on C4, Program management support, Planning and support for Coalition Warrior Interoperability Demonstrations, joint experimentation, joint testin g, joint modeling and simulation, war games, Development of electronic messaging, Development of knowledge management constructs, Network Operations, GIG Configuration, GIG network management and NetOps concept development, Technical reviews and support, D atabase management, Documentation reviews and maintenance, Exercise/contingency support, Planning tool maintenance and support, Cyber security strategy concepts, and Research and development of Improvised Explosive Defeat Device solutions.
