- This is a synopsis for a Program Announcment (PA), being issued by the U. S. Army Research Development and Engineering Contracting Center, Natick Contracting Division, Natick, MA for the U.S. Army Natick Solider Research, Develoment and Engineering C enter (NSRDEC), Natick MA. Under this Program Announcement (PA), the U. S. Army solicits offers to establish, administer, and market the High Performance Fiber Center of Excellence (HPFCoE), a unique research capability located within the Natick Soldier R esearch, Development and Engineering Center (NSRDEC), Natick, Massachusetts. The NSRDEC performs basic and applied research, engineering and development of a wide variety of defense technologies, including many with dual-use potential particularly relat ed to civil law enforcement, public safety, disaster preparedness, and first response. Because of this significant dual-use potential, the Recipient and other non-governmental sponsors will have the opportunity to provide funding and personnel to the Cent er, and to engage in research that is not necessarily related to the military mission of the NSRDEC. The Center will be structured to offer free sharing of public information obtained in the cooperative environment while appropriately protecting participa nt-specific intellectual property. This PA will result in the award of a single Cooperative Agreement (as defined in 31 U.S.C. 6305) under the authority of 10 U.S.C. 2358, Research and Development Projects. The Cooperative Agreement awarded as a result of this Program Announcement is expected to provide a basic performance period of two (2) years with three (3) optional two (2) year performance periods, resulting in a total maximum potential performance period of eight (8) years. The PA can be obtained t hrough the Natick Contracting Division website at https://www3.natick.army.mil under Business Opportunities (Current Acquisitions). The PA number for reference purposes is W911QY07PA0001 and title is PROGRAM ANNOUNCEMENT FOR HPFCoE and should be used on a ll correspondence submitted.
