Description
EGYPT M1A1 FIELD SERVICE REPRESENTATIVES ON SITE IN EGYPT REQUIREMENTS: A. PERIOD OF PERFORMANCE: I. TWO (2) YEARS ON SITE SERVICE IN EGYPT (TWENTY FOUR (24) SUCCESSIVE MONTHS BEGINNING NLT 60 DAC) ONE (1), ONE (1) YEAR OPTION PERIOD FOR ON SITE SERVICE IN EGYPT. THE GOVERNMENT RESERVES THE RIGHT TO EXERCISE THE OPTION PERIOD, IN WHOLE OR IN PART, NLT 60 DAYS BEFORE EXPIRATION OF THE PERIOD OF PERFORMANCE. B. PLANNING & PERSONNEL: I. FIVE (5) U.S. CITIZEN-ENGLISH SPEAKING FIELD SERVICE REPRESENTATIVES (FSRS) II. FIVE (5) EGYPTIAN LOCAL NATIONAL (LN) FIELD SERVICE REPRESENTATIVES (FSRS) III. THE CONTRACTOR SHALL PROVIDE NECESSARY PERSONNEL/TECHNICAL/ADMINISTRATIVE SUPPORT TO ENSURE AND FACILITATE SUCCESSFUL FSR ACTIVITY IN EGYPT. THIS TECHNICAL ASSISTANCE AND ADVICE SHALL INCLUDE, BUT IS NOT LIMITED TO TROUBLESHOOTING, DIAGNOSTICS, ADJUSTMENTS, REPLACEMENTS AND PRESERVATION, AND ASSISTING WITH THE REPAIR AND MAINTENANCE OF ALL SYSTEMS IN M1A1 TANKS. BOTH INDIVIDUAL AND HOME OFFICE TECHNICAL EXPERTISE IS REQUIRED. SKILLS/QUALIFICATIONS: THE U.S. FSR/FSR LNS PROVIDED BY THE CONTRACTOR SHALL COMPRISE A FULL-TIME IN-COUNTRY ON-SITE TEAM WITH THE NECESSARY SOCIAL AND TECHNICAL SKILLS TO ANALYZE, PLAN, AND ACCOMPLISH THE FSR MISSION IN A MID-EAST FOREIGN MILITARY WORK ENVIRONMENT. THE REQUIRED SOCIAL AND TECHNICAL SHILLS INCLUDE NOT ONLY WORKING KNOWLEDGE AND EXPERIENCE WITH THE M1A1 TANK, BUT ALSO THE ABILITY TO INFORMALLY INSTRUCT EGYTIAN LAND FORCES (ELF) TROOPS AND DEMONSTRATE HANDS-ON, THE SUBJECTS/PROCEDURES RELATING TO FLEET OPERATIONAL READINESS AND FIELD PROBLEM REPORTING/RESOLUTION. FSR TASKS INCLUDE: TROUBLESHOOTING, FAULT ISOLATION, PROVIDING CORRECTIVE ACTION, INTERPRETING TECH MANUALS AND ENGINEERING DRAWINGS, OBSERVING ELF DS/OTHER MAINTENANCE LEVEL PRACTICES AND RECOMMENDING AREAS FOR IMPROVEMENT, DOCUMENTING COMPONENT/SYSTEM FAILURE TRENDS, PROVIDING SUGGESTIONS RELATIVE TO STORAGE/PRESERVATION OF VEHICLES, EXPLAINING USE OF TMDE & SPECIAL TOOLS/TEST EQUIPMENT, OBSERVING & DOCUMENTING TANK OPERATIONAL READINESS THROUGHOUT THE FLEET, DISTINGUISH HULL PROBLEMS/READINESS FROM TURRET PROBLEMS/READINESS, MONITORING FIELD ACTIVITIES, IDENTIFY AND REPORT SAFETY ISSUES, PARTICIPATE IN TANK DEPROCESSING AND INITIAL OPERATOR TRAINING, FAMILIARIZE TROOPS WITH MWO CHANGES AND MOD KIT INTEGRATION, MONITOR CYCLIC INSPECTION/SURVEILLANCE TESTING, FIELD REPAIRS, IDENTIFY SYSTEMIC NON-CONFORMANCES AND FAILURE ISSUES, AND AWARENESS OF TECH BULLETINS (TBS), SAFETY OF USE MESSAGES(SOUM), MAINTENANCE ADVISORY MESSAGES(MAM), AND PREVENTATIVE MAINTENANCE CHECKS & SERVICES(PMCS). REPORTS. EACH FSR SHALL PROVIDE MONTHLY REPORTS TO THE TEAM LEADER AND COR OUTLINING (IN CONTRACTOR FORMAT) ACTIVITIES, ACCOMPLISHMENTS, AND PROBLEMS ENCOUNTERED. THIS REPORT WILL INCLUDE (BUT IS NOT LIMITED TO) A NARRATIVE ON STATUS OF M1A1 FLEET OPERATIONAL READINESS, FIELD PROBLEM REPORTS & RESOLUTION, DEADLINED VEHICLES, TRANSPORTATION ISSUES AND SUPPLY SUPPORT NEEDS (I.E. TOOLD AND EQUIPMENT, PERSONNEL, TRAINING). OBJECTIVE: THE EGYPTIAN COPRODUCTION PROGRAM FIELD SERVICE REPRESENTATIVE MISSION IS TO AFFECT THE TRANSFER KNOWLEDGE GAINED FROM U.S. MILITARY EXPERIENCE/PRACTICE TO THE EGYPTIAN LAND FORCES (ELF). ELF SOLDIERS ARE REQUIRED TO PERFORM A REAL-WORLD SUPPORT MISSION; TO PROVIDE THE RIGHT SUPPORT, ON TIME, IN THE RIGHT CONDITION AND QUANTITY TO MAINTAIN READINESS FOR BATTLEFIELD SUCCESS. THE CONTRACTOR SHALL AUGMENT EXISTING ELF CAPABILITIES FOR A PERIOD OF TWO (2) YEARS BY PROVIDING, ON SITE IN EGYPT, A SMALL CADRE OF HIGHLY SKILLED AND DEDICATED INDIVIDUALS WITH SIGNIFICANT TECHNICAL, MAINTENANCE, AND OPERATIONAL EXPERTISE. IT IS IMPERATIVE THAT THIS CADRE BE ABLE TO PROVIDE TECHNICAL TRAINING, AS WELL AS OPERATIONAL SUPPORT, TO ENHANCE THE ELF SOLDIERS REQUISITE SKILLS AND KNOWLEDGE REGARDING THE PERFORMANCE OF LOGISTICAL SUPPLY FUNCTIONS AT ANY LEVEL RELATING TO THE M1A1 TANK. BACKGROUND: THE COPRODUCTION PROGRAM IS AN ON-GOING U.S. FOREIGN MILITARY SALES (FMS) EFFORT THAT BEGAN IN THE LATE 1980S WITH CONSTRUCTION AND FACILITIZATION OF THE FACTORY 200 EGYPT TANK PLANT (ETP), LOCATED JUST OUTSIDE CAIRO. THE PROGRAM PURPOSE IS FOR THE DEPARTMENT OF DEFENSE (DOD) OF THE UNITED STATES OF AMERICA TO ADVISE AND ASSIST THE MINISTRY OF DEFENSE (MOD) OF THE GOVERNMENT OF EGYPT WITH THE COPRODUCTION, FIELDING AND SUPPORT OF M1A1 VEHICLES THROUGHOUT THEIR LIFE CYCLE. THIS CONTRACT WILL BE AWARDED ON A FIRM FIXED PRICE BASIS
